Regarding this content, the Ministry of Construction responded as follows:
Clause 2, Article 1 of Decree No. 261/2025/ND-CP stipulates: ...b) In case the plaintiff is married according to the provisions of law, the plaintiff and his/her husband (husband) with a total average monthly income shall receive no more than 40 million VND in accordance with the Salary and Salary Table confirmed by the agency, unit, or enterprise where the subject works.
The time to determine income conditions as prescribed in Point a, Point b of this Clause is within 12 consecutive months, calculated from the time the competent authority implements the confirmation".
Thus, the confirmation of income to buy or rent social housing is confirmed by the agency, unit, or enterprise where the subject works.
