Many households voluntarily dismantle the site
In Chi Minh commune, the Compensation, Support and Resettlement Council has just held a conference to publicly post and collect public opinions on compensation and support plans when reclaiming land to serve the Van To Industrial Cluster Infrastructure Investment, Construction and Business Project.
According to the announced plan, the total implementation cost is nearly 46 billion VND, including compensation for land, crops, architectural works, along with support for stabilizing life and changing careers. Most households expressed their consensus and support for the development policy, and at the same time requested the government and competent authorities to carefully review the records, area, and compensation unit prices, ensuring fairness and transparency.
In Tu Minh ward, the project to renovate and expand Vu Cong Dan road - a vital traffic route connecting to the old Binh Giang and Cam Giang areas is entering the decisive stage.
Mr. Nguyen Huy Son, a resident of Tu Thong residential group, shared: "Since the beginning of the year, my family has voluntarily dismantled the construction and handed over the site even though we have not received compensation, because we believe that the new road will bring long-term benefits to the community".
Up to now, most households have agreed to receive compensation, some households have dismantled the construction to hand over the site. Tu Minh Ward acknowledges the sense of responsibility of the people, affirming that it will continue to be public and transparent in the work of inventorying, applying prices and supporting resettlement.
With a length of 1.735km and a cross-section of 33m, when completed, the project will expand urban space, contributing to reducing congestion and creating a new development connection axis in the West of Hai Phong City.
Increasing dialogue, ensuring people's rights
In parallel with transport infrastructure projects, the Dai An Industrial Park Expansion Infrastructure Investment, Construction and Business Project Phase 2 is also being accelerated. The project has a total area of over 227 hectares, of which 184.4 hectares belong to Tu Minh ward and the rest is in Mao Dien commune. When completed, the industrial park will be directly connected to National Highway 5 - the main traffic route between Hanoi and Hai Phong, expanding the space for industrial development in the West of the city.
However, by mid-October, in Tu Minh ward, there were still 34 households in Kim Xa and Ha Xa residential groups that had not agreed on a compensation plan, related to nearly 15 hectares of public land. Of the total 1,041 households whose land was recovered, 1,000 households have agreed, 7 households have agreed but have not received the money. The delay in handing over the site affects the overall progress of the project.
The main reason comes from the fact that people are not satisfied with the compensation price, some households are still having problems relocating graves or aquaculture areas outside the dike. Tu Minh Ward People's Committee has repeatedly organized dialogues, mobilized, and completed legal documents to handle cases of intentional non-compliance when meeting the prescribed conditions.
Mr. Bui Van Truong, Deputy Head of the Economic - Infrastructure and Urban Affairs Department of Tu Minh Ward, said that compensation and support policies are implemented in accordance with legal regulations, the ward will continue to coordinate with people and investors to ensure the highest benefits for all parties.
According to Chairman of Tu Minh Ward People's Committee Le Van Trung, the ward will increase direct dialogue to remove obstacles, while promoting propaganda to help people clearly understand their rights and responsibilities when the State reclaims land. The completion of legal documents, combined with dialogue and mobilization from the grassroots, is considered a key step to speed up project progress, harmonizing the interests of the State - businesses - people.
