The Ministry of Agriculture and Environment has just sent a document to the People's Committees of provinces and cities to summarize and evaluate the results of the implementation of the 9-day campaign to enrich and clean up the National Land Database according to Plan No. 515/KH-BCA-BNN&MT.
Accordingly, the Ministry requires the summary report of provinces and cities to fully reflect the current situation of the land database before implementing the campaign; the level of information standardization according to the principle of "correct - sufficient - clean - living"; the results of reviewing and classifying data into three groups; the situation of collecting Certificates, authenticating information of land users through the National Population Database (NDLQG); the results of creating new and synchronized data to the central system.
In particular, the report needs to clearly state the number of Certificates whose user information has been authenticated through the National PopulationDL; the number of Certificates that have been scaned and processed according to regulations on non-structured land data, stored in the format of PDF files (unedited); the number of Certificates that have been extracted and entered into the LandDL; the number of Certificates on residential land and housing that have been created in the LandDL.
The Ministry pays special attention to the assessment of the effectiveness of the application of land databases in administrative procedure reform, reducing paper records, shortening processing time for people; the level of connection and sharing with tax, financial, and public service systems; and the situation of ensuring data security and safety during operation.
At the same time, localities must synthesize lessons, shortcomings, and limitations; analyze subjective and objective causes and propose tasks in the coming time, especially maintaining data updates as a regular job.
