Pursuant to the provisions of Clause 1, Article 17 of the Law on Organization of Local Government 2025, the duties and powers of the Chairman of the Provincial People's Committee are stipulated as follows:
Accordingly, the Chairman of the Provincial People's Committee performs the following duties and powers:
Direct and be responsible for the recruitment and use of civil servants and public employees in the area according to the provisions of law and the decentralization of superior state agencies; decide to appoint, dismiss, transfer, and remove from the position of head and deputy head of professional agencies, other administrative organizations, and public service units under the People's Committee at their level;
Direct and promptly handle emergency situations related to natural disasters, storms, floods, and epidemics in the locality;
Direct the implementation of inspection, examination, citizen reception, complaint and denunciation settlement, prevention and combat of bureaucracy, corruption, negativity and waste in the operations of the state administrative apparatus and in local socio-economic activities;
Approving the results of the election, dismissal, removal and decision to transfer and remove the position of Chairman and Vice Chairman of the District People's Committee; assigning the authority of the Chairman of the District People's Committee;
Decision to temporarily suspend the work of Vice Chairmen of People's Committees at their level, Chairmen of People's Committees at district level, heads of specialized agencies under People's Committees at their level, heads of public service units under People's Committees at their level;
Issue, abolish, amend and supplement documents issued by itself when found to be no longer suitable or illegal;
Suspend the implementation or revocation of part or all illegal documents of specialized agencies under the People's Committee at its level and illegal documents of the People's Committee and Chairman of the People's Committee at the district level.
Thus, the Chairman of the Provincial People's Committee has the authority to decide to temporarily suspend the work of the Vice Chairman of the People's Committee at his level.
