People with initiatives are not only considered for commendation with emulation titles
On the morning of June 5, at the discussion session of the 14th Vietnam Trade Union Congress, under the assignment of the Prime Minister, Mr. Nguyen Manh Khuong - Deputy Minister of Home Affairs answered some questions from trade union officials in the discussion session.
According to Deputy Minister Nguyen Manh Khuong, he strongly agreed with the delegates' opinions on the need to continue to improve the mechanism for encouraging, honoring and rewarding initiatives and technical improvements of workers.
Reality shows that in many agencies, units, and businesses, the emulation movement for good labor and creative labor has developed strongly, thereby appearing many initiatives that bring great socio-economic value.
However, in some places, the implementation of emulation movements is still formalistic. The work of recognizing, honoring and rewarding people with initiatives is not really commensurate with the value and effectiveness that initiatives bring.
Regarding mechanisms and policies, the Deputy Minister said that current law has regulations to ensure the rights of initiative authors. The provisions of the Law on Emulation and Commendation in 2022, Decree No. 152, Decree No. 13 of the Government and Circular No. 18 of the Ministry of Science and Technology have established a legal basis for recognizing and ensuring the rights of people with initiatives.
Accordingly, people with initiatives are not only considered for commendation with emulation titles and forms of commendation from the State, but also have the right to enjoy remuneration and other material benefits according to the provisions of law, as well as according to agreements with agencies, units, and enterprises applying initiatives.
Current law also encourages agencies and businesses to build reward regulations suitable to the value and economic efficiency of each initiative. Implementing Resolution No. 27 on salary policy reform, many agencies and units have allocated a bonus fund equal to 10% of the total salary fund.
On that basis, the head of the agency or unit is fully entitled to proactively consider and decide to reward collectives and individuals with outstanding achievements, effective initiatives and solutions, or outstanding contributions to the implementation of political tasks and professional tasks.
This is an important basis for agencies and units to promptly recognize, encourage and have more commensurate rewards for individuals with achievements and initiatives that bring practical efficiency.
We realize that the important thing is not only to have regulations but also to ensure that those regulations go into life, creating real motivation for workers to innovate and be creative.
The general spirit is that where there are initiatives, they must be worthily recognized. The more workers contribute to the development of agencies, units, and businesses, the more they must be honored and enjoy commensurate achievements," Deputy Minister Nguyen Manh Khuong emphasized.

Strongly encourage initiatives and technical innovations in labor
According to the Ministry of Home Affairs' point of view, initiatives are not only technical solutions, technologies or valuable inventions, but also include work solutions, operational solutions, management solutions, work process improvement solutions, improving the quality and efficiency of task performance.
We believe that even the leadership team of agencies and units needs to raise awareness and innovate their understanding of initiatives. From there, the process of considering, recognizing, encouraging and motivating workers in creative labor will be expanded more comprehensively," the Deputy Minister said.
Therefore, in the coming time, the Ministry of Home Affairs will closely coordinate with the Ministry of Science and Technology, the Vietnam General Confederation of Labor and relevant agencies to continue reviewing and evaluating the implementation of regulations on initiatives, innovation and commendation for employees.
On that basis, the Ministry of Home Affairs will study and propose to improve mechanisms and policies in the direction of stronger encouragement of initiatives and technical improvements in labor, production and work; improve the effectiveness of honoring and rewarding individuals with initiatives that bring great value to businesses and society; closely link emulation movements with labor productivity, quality, work efficiency and income of workers; and at the same time promptly detect, commend, and replicate advanced examples, creative and effective models in practice.
The Ministry of Home Affairs will also continue to advise competent authorities to innovate the content and methods of organizing emulation movements in a substantive direction, taking labor results, work efficiency, productivity, quality and contribution level as the main measures.
The emulation movement must be truly linked to the rights and interests of workers. Thereby contributing to creating a favorable environment for each worker to actively participate in emulation movements, promote intelligence, creativity, and contribute more to the development of businesses, industries and the country," Deputy Minister Nguyen Manh Khuong emphasized.
