Thousands of union members access capital through digital platforms
Hai Phong City Labor Federation is one of the pioneering units in building and deploying the "Huong Cong - Hai Phong Trade Union" App on smartphones, aiming to build a comprehensive digital transformation model for union members and workers.
The application integrates many practical functions such as propaganda, online legal advice, public opinion surveys, job introduction, providing union member benefits through voucher issuance, loan support, policy lookup and AI chatbot 24/7 legal support. In which, the online loan support function through the "Huong Cong - Hai Phong Trade Union" App is creating an additional convenient way for union members to access emergency capital when facing difficulties or needing to develop the family economy.
Ms. Le Thi Ngoc T (38 years old, union member of Phu Lien Ward Trade Union) said: "In just about 2 hours of registering for an emergency loan, I was disbursed with more than 4 million VND, just enough to pay tuition fees for my 2 children. While I didn't know who to borrow from, the loan package of the City Labor Federation "rescued" my children and me quickly and promptly.
Representatives of the Fund for Supporting Poor Workers and Employees said that the emergency loan package is an excellent product, easy to access, quick to disburse, contributing to supporting union members and workers to solve emergency situations in daily life. Thereby, reducing pressure in life and staying away from black credit borrowing for union members and workers. As of August 22, 2026, the whole city had 2,116 turns of workers and employees taking emergency loans through the Huong Cong - Hai Phong Trade Union App with a total disbursed amount of 11.826 billion VND.
Building a digital cultural space for union members and workers
In recent years, city-level Trade Unions have proactively applied digital technology to communication, propaganda, education and mobilization of union members and workers. From traditional methods mainly based on conferences, banners, slogans..., propaganda activities have gradually shifted to a digital environment with many flexible, modern and highly interactive forms.
Platforms such as Fanpage "Hai Phong Trade Union", Zalo, the City Labor Federation Electronic Information Portal with quality and fast news articles; diverse and timely livestream programs; creative and attractive video clips; attractive online minigames... have become "soft media channels" but have strong spreading power.
In 2025, Hai Phong City Labor Federation invested in equipping wireless Internet systems in 90 boarding houses, bringing joy to thousands of migrant workers. It is expected that in 2026, the program will continue to be expanded to more than 100 worker boarding houses in the area, concretizing Project No. 04 of Hai Phong City Labor Federation on replicating the model "Civilized and Safe Worker Housing Area" for the period 2025 - 2030.

Through this, the Trade Union organization proactively brings official information to workers every day, forming a habit of digital interaction with the Trade Union organization; aiming for the goal that each public wifi point becomes a "communication point", each boarding house becomes a "satellite connecting union members" in the digital space".
