Promote inspection and examination
In the first half of 2026, Hai Phong City Social Insurance has proactively coordinated with levels and sectors to strengthen propaganda and mobilize employees and businesses to implement social insurance, health insurance, and unemployment insurance policies; and at the same time promote inspection, examination, and urging of units that are late in paying and owing social insurance.
As of May 2026, the social insurance agency has urged 915 units with a total amount of late payments of over 264.7 billion VND; 250 units have paid with an amount of 7.2 billion VND. Functional agencies have conducted direct inspections at employers, requesting retroactive payment of social insurance for employees according to regulations. However, the situation of enterprises delaying payment, owing social insurance, health insurance, unemployment insurance; evading insurance payments through not signing labor contracts or seasonal contracts still occurs in some enterprises, directly affecting the rights of employees.
As of May, Hai Phong has 1,398 enterprises that have been late in paying social insurance, health insurance, and unemployment insurance for employees for 2 months or more. Notably, many enterprises have late payments of up to tens of billions of VND, lasting for many years, directly affecting the rights of employees.
Leading the list of outstanding debts is Bach Dang Shipbuilding Co., Ltd. with the amount of late payment of social insurance, health insurance, and unemployment insurance up to more than 78.44 billion VND. Ranked second is Pha Rung Shipbuilding Co., Ltd. with a late payment of more than 53.45 billion VND. Hai Phong Seafood Export Processing Company also late payment of nearly 24.89 billion VND; An Dong Shipbuilding Industry Joint Stock Company late payment of more than 22.33 billion VND; LILAMA 69/2 Joint Stock Company owes more than 19.46 billion VND.
In the group of businesses with late payments from 10 billion VND or more, there is also Ben Kien Shipbuilding Industry Co., Ltd. with a late payment amount of more than 18.55 billion VND; Nam Trieu Sea Transport Co., Ltd. late with more than 16.84 billion VND; Nam Trieu Lifting Equipment Joint Stock Company has not paid more than 12.11 billion VND...
Strengthening coordination in handling violations
Faced with the reality that many businesses are prolonged social insurance delays, Vice Chairman of the City People's Committee Vu Tien Phung directed the city's departments, agencies, and branches to proactively coordinate with the city's social insurance to strengthen inspection, examination, supervision, and urging agencies, units, and businesses under their management to strictly comply with the provisions of the Law on Social Insurance, the Law on Health Insurance, the Law on Employment, and the Law on Occupational Safety and Health. In which, strictly punish agencies, units, and businesses that intentionally violate in the implementation of social insurance, health insurance, and unemployment insurance policies for employees.
According to Mr. Pham Duc Son - Director of Ngo Quyen Grassroots Social Insurance, implementing the direction of the City Social Insurance, the unit organized a working session with Gia Vien Ward Police, Ngo Quyen Ward Police and Bach Long Vi Special Zone Police in coordinating the implementation of social insurance, health insurance, unemployment insurance tasks, handling units that are late in paying and evading social insurance and health insurance.
Through coordination with the Police force, the Social Insurance agency will continue to review and standardize data on participants, and at the same time effectively exploit population data sources to identify potential target groups to propagate and mobilize participation in social insurance and health insurance, especially in inspecting units that are late in paying or evading payment and preventing acts of fraud and profiteering from social insurance and health insurance funds.
