Article 9 is amended as follows: The Vietnam Fatherland Front is an organization of political alliances, voluntary unions of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes, social classes, ethnic groups, religions, and overseas Vietnamese.

The Vietnam Fatherland Front is part of the political system of the Socialist Republic of Vietnam, led by the Communist Party of Vietnam; the political basis of the people's government; gathering and promoting the strength of great national unity; expressing the will, aspirations and promoting the people's mastery; representing and protecting the legitimate and legal rights and interests of the people; implementing democracy, enhancing social consensus; monitoring and social criticism; reflecting the people's opinions and recommendations to State agencies; participating in Party and State building, people's foreign affairs activities, contributing to building and defending the Fatherland.

The Vietnam Trade Union, the Vietnam Farmers' Union, the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, and the Vietnam Veterans' Association are socio-political organizations under the Vietnam Fatherland Front, established on the basis of voluntariness, representing and protecting the legitimate and legal rights and interests of members and members; organized and operating together in the Vietnam Fatherland Front; together with other member organizations of the Vietnam Fatherland Front for commercial and democratic cooperation and unity in action chaired by the Vietnam Fatherland Front.

The Vietnam Fatherland Front, its member organizations and other social organizations operate within the framework of the Constitution and the law. The State creates conditions for the Vietnam Fatherland Front, member organizations of the Front and other social organizations to operate.

Article 10 is supplemented and amended as follows: Vietnam Trade Union is a socio-political organization of the working class and of workers; represents, cares for and protects the legitimate and legal rights and interests of union members and workers; is the only representative of workers at the national level in labor relations and international trade unions; participates in State management, socio-economic management; participates in inspecting, inspecting and supervising the activities of State agencies, organizations, units and enterprises on issues related to the rights and obligations of workers; propagates and mobilizes workers to study, improve their qualifications and professional skills, comply with the law, build and defend the Fatherland.

Amend and supplement Clause 1, Article 84 as follows: The President, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Central Committee of the Vietnam Fatherland Front and the Central agency of a socio-political organization have the right to submit the draft law to the National Assembly and submit the draft Ordinance to the National Assembly Standing Committee.
