Implementing Resolution No. 60-NQ/TW of the 13th Party Central Committee, along with the instructions of the Vietnam General Confederation of Labor and the Provincial Party Committee, the Son La Provincial Federation of Labor has proactively developed and implemented the Project to reorganize the apparatus in a streamlined and efficient manner.
Accordingly, the Provincial Federation of Labor has reduced the unit from 5 departments to 3 professional departments. The industry unions and the provincial Civil Servants' Trade Union were dissolved to establish 2 block-level trade union organizations, the Party Agency Trade Union and the Provincial People's Committee Trade Union.
Along with that, the staff in the entire provincial trade union system decreased from 76 to 67 people (a decrease of 11.84%), including 9 cases of retirement or job transfer according to regulations. The staff streamlining is carried out seriously, in accordance with the process, ensuring the rights of cadres, not causing great disruption in the activities of the trade union organization.
Talking to PV of Lao Dong Newspaper, Mr. Vang A La said that the Provincial Federation of Labor has currently developed a Project to end the activities of the District and City Federations of Labor, the Provincial Party Trade Unions and the Provincial People's Committee Trade Unions. The Provincial Party Committee Standing Committee also issued a document agreeing with the Project of the Provincial Federation of Labor.
"According to the Project, before June 16, the Provincial Federation of Labor will issue decisions to terminate the activities of 12 District and City Federations of Labor and 2 Provincial Bloc Trade Unions, these decisions will take effect from July 1, 2025. In addition, the Provincial Federation of Labor will also issue decisions to terminate operations and dissolve more than 1,000 grassroots unions in the province under the administrative sector receiving 100% of salaries from the budget" - Mr. La said.
The restructuring of the apparatus is not simply a reduction in quantity, but more importantly, improving quality and efficiency. The specialized departments after the merger will have a more compact structure but still ensure functions and tasks, reduce overlap, and increase connectivity.
The reorganization of trade unions by block also creates favorable conditions for the implementation of tasks, in line with the practical organization of the province's administrative apparatus after merging district and commune-level administrative units.
The resources saved from streamlining the apparatus are being reinvested in grassroots activities: supporting union members in difficulty, improving the quality of dialogue, collective bargaining, organizing emulation movements for production labor, and taking care of workers' well-being.
At the same time, the reassignment of staff is also carried out flexibly. The reasonable transfer and appointment is based on capacity and strengths. Along with that, considering salary increase, resolving early retirement according to policies, creating consensus in the team.
The digitalization and data storage work to serve the organizational arrangement has also been implemented synchronously by the Provincial Federation of Labor, meeting the requirements of digital transformation in the political system.
It can be seen that the process of streamlining the trade union apparatus in Son La is an important step to realize the goal of innovating the organization and operation of trade unions in the direction of "moderate, effective, for union members".
Streamlining the apparatus does not reduce the role of trade unions, but on the contrary, helps trade unions operate more closely to reality, focusing on the core function of caring for and protecting workers' rights in the new situation.
