Sir, after merging the two Labor Federations of Da Nang City and Quang Nam City to establish the (new) Da Nang City Labor Federation under the Vietnam Fatherland Front of Da Nang City, what are the functions and tasks of the new Da Nang City Labor Federation different from the old?
- According to the general policy, after the arrangement and merger of the Trade Union organizations of Da Nang and Quang Nam localities, the Da Nang City Labor Federation has only reduced 1,791 grassroots trade unions, reduced 80,756 union members when dissolving the organization, and ended the operation of grassroots trade unions of administrative agencies and public service units receiving 100% of salaries from the State budget. However, this does not mean that the functions and tasks of the Trade Union organization are reduced.
Basically, the Trade Union organization still performs the functions and tasks stipulated in the Constitution, Trade Union Law, and Charter of Vietnam Trade Union. Operate according to the provisions of the Law of the Vietnam Fatherland Front, regulations of the Party, and competent authorities.
So how will the dissolution of the organization and termination of the operation of grassroots trade unions of administrative agencies and public service units receiving 100% of salaries from the State budget with 1,791 grassroots trade unions and 80,756 union members affect the upcoming operation of the City Labor Federation?
- Ending the operation of grassroots trade unions of administrative agencies and public service units receiving 100% of salaries from the State budget is a policy to ensure streamlining, effective operation, improving the quality and efficiency of trade union activities; strongly directing grassroots activities, increasing resources and human resources for grassroots activities, sticking with union members, overcoming " commercialization" of activities.
With the serious implementation of the general policy, currently, the Da Nang City Labor Federation will focus all resources to carry out the work of caring for union members, organizing activities at non-state units, to affirm the role and functions of the Trade Union organization as well as enhance the stature of the organization in the new situation.
Dear Ms., in 2025, the old Da Nang City Labor Federation and the old Quang Nam City Labor Federation set a goal of developing 51,000 new union members. Now, what changes this goal for the new Da Nang City Labor Federation? And in the new situation, what will be the direction of developing union members?
- Currently, the accumulated source for developing grassroots trade unions in the two provinces and cities is 504 enterprises with over 20 employees, 929 enterprises with 10 - 19 employees and more than 2,000 enterprises with less than 10 employees participating in social insurance and the source for developing union members is about 208,000 employees. In the informal labor sector alone, there is still a lot of room to develop union members in trade unions, especially in the old Da Nang area, where there are currently about 300,000 workers.
However, with the merger making the area very large, many types of enterprises and occupations are more specific, especially informal labor, while the model of the Commune and Ward Trade Union is still new. In communes and wards that are not large enough (10 grassroots unions and 1,500 union members or more), if there are no commune and ward unions, combined with the number of remaining full-time staff lacking, management as well as development of grassroots unions and union members by area will face many difficulties.
In the immediate future, to develop union members, it is necessary to stabilize the apparatus, organization and personnel work; coordinate the transfer and reception of grassroots unions and union members of the two provinces and provincial level and commune and ward unions; immediately develop plans to develop union members, establish grassroots unions at commune and ward unions, where full-time union officials have not been arranged, then full-time union officials of neighboring communes and wards or the City Labor Federation send officials to monitor and coordinate the development of union members.
In particular, the Chairmen of Commune and Ward Trade Unions must proactively and actively advise local Party committees and Standing Committees of the Vietnam Fatherland Front Committee to coordinate smoothly with functional agencies and sectors in creating conditions and mobilizing the establishment of grassroots trade unions, developing union members (such as Social Insurance agencies, Taxes, Police, communal and ward authorities, etc.).
In the long term, the Standing Committee of the Da Nang City Labor Federation will have specific plans and programs to direct and guide the activities of commune and ward unions and promote this work.
