The authority to evaluate and classify the quality of cadres, civil servants and public employees in 2025 is based on Decree No. 90/2020/ND-CP.

Article 16 of Decree No. 90/2020/ND-CP stipulates the authority to evaluate and classify the quality of cadres, civil servants and public employees as follows:

1. For cadres

The competent authority managing cadres shall evaluate and classify the quality of cadres according to the cadre management decentralization.

2. For civil servants

a) The assessment and classification of the quality of heads of agencies, organizations and units is directly managed by the heads of higher-level agencies;

b) The assessment and classification of the quality of deputy level of heads and civil servants under the management authority shall be carried out by heads of agencies employing civil servants

3. For civil servants

The authority and responsibility for evaluating and classifying the quality of civil servants shall comply with the provisions of Clause 1, Clause 2, Clause 3, Article 43 of the Law on Civil Servants.
