Ms. P.T. M. H (Dong Nai) is a library staff, enrolled in 2010, rank code 17. 171, is an intermediate librarian. In 2020, she transferred to the rank of Primary Teacher, grade IV. In 2024, she transferred to the rank of Primary Teacher, grade III.
In March 2021, Ms. H graduated from university with a degree in primary school pedagogy. Ms. H asked if she was allowed to count her time as a library staff to be considered for promotion to Primary School Teacher rank II? If eligible for promotion consideration, how should she prepare the application?
Regarding this issue, the Ministry of Education and Training said that, according to the provisions of Circular No. 08/2023/TT-BGDĐT, the conditions for holding rank to register for the exam or consideration for promotion to the professional title Primary School Teacher rank II are calculated based on the time holding the professional title Primary School Teacher rank III or equivalent professional title.
For the case of Ms. P.T. M. H, the time holding the title of librarian (grade code 17. 171) is not the time holding the professional title of Primary School Teacher rank III or equivalent professional title. Therefore, the working time in the position of librarian is not counted to determine the condition on the time holding rank when registering for the exam or considering promotion to the professional title of Primary School Teacher rank II.
In case of meeting the standards and conditions specified in Circular No. 13/2024/TT-BGDĐT, she needs to prepare complete dossiers and documents proving the process of recruiting and appointing teachers to professional titles, the time of holding rank, the results of evaluating and ranking the quality of public employees, and diplomas and certificates as prescribed for competent authorities to consider and evaluate when organizing promotion consideration or examination.
