Mr. Nguyen Duy Thang (HCMC) is the legal representative of a training joint stock company, licensed to operate on April 26, 2023. The company's registered business lines are education consulting and study abroad consulting.
Mr. Thang asked, is the company that he wants to organize Math classes to improve thinking and beautiful handwriting skills for primary school students considered a violation of the regulations in Circular No. 29/2024/TT-BGDDT? Is organizing the program "Backgaining for grade 1" for children aged 5-6 (not yet in grade 1) within the scope of limitations of Circular No. 29/2024/TT-BGDDT, or is it allowed to be implemented?

Based on the registered industry, can the company organize the above activities? If it is necessary to add a profession to ensure compliance with regulations, Mr. Thang suggested that the competent authority provide guidance.
Regarding this issue, the Ministry of Education and Training said:
The concept of extra teaching and learning has been clearly stipulated in Clause 1, Article 2 of Circular No. 29/2024/TT-BGDDT, accordingly "Extra teaching and learning is an additional teaching activity outside the time limit prescribed in the educational plan for subjects and educational activities (hereinafter referred to as subjects) in the General Education Program, the Continuing Education Program at the junior high school level, the Continuing Education Program at the high school level issued by the Minister of Education and Training".
Therefore, the company's organization of Math classes on thinking and beautiful handwriting skills for primary school students, organizing the program "Backgacks for grade 1" for children aged 5-6 (not yet in grade 1) is not subject to regulation and is subject to Circular 29/2024/TT-BGDDT.
The company needs to refer to other legal regulations to organize implementation.
