The Ministry of Education and Training is seeking opinions on amending Circular 29 on extra teaching and learning to comply with the amended Law on Education and management practices. The big change is more flexibility in the duration of extra classes in schools: instead of fixing a maximum of 2 periods/subject/week, the Principal can propose to add duration for some students and submit it to the Director of the Department of Education and Training for decision. However, the core principle remains the same: not collecting fees from students, not increasing learning pressure and not restricting learning rights.
The draft adds new regulations for extracurricular activities, such as requirements in accordance with the Law on Enterprises on Business Registration and enhancing transparency of information on the electronic portal of extracurricular institutions. Teachers teaching outside of school must fully report and update when there are changes to increase the management responsibility of the Principal, avoiding spontaneous and uncontrolled activities.

The adjustments in the Circular aim to protect the interests of students and implement the new Law on Teachers, especially strictly prohibiting forced extra classes. The revised Circular also clarifies the management responsibility of the People's Committees at the commune and provincial levels, while contributing to preventing achievement diseases, ensuring fairness among teachers of all subjects and improving the quality of comprehensive education. Reasons for not classifying boarding doctors and specialties as equivalent to masters and doctors
The Ministry of Education and Training affirms that master's and doctoral training and training for I and II specialties and resident doctors are two completely separate systems. Master's and doctoral degrees are on the national education level, while CK I, CK II and boarding programs are training to improve the specific professional capacity of the medical industry, cannot be considered equivalent or converted to academic level.
In response to the opinions of National Assembly deputies, the draft Law on Higher Education (amended) has added a provision: the specialized postgraduate training program in the field of health will be granted the degrees of resident doctor, specialist doctor and will be managed by the Ministry of Health. This regulation aims to institutionalize Resolution 72 and ensure that the Ministry of Health plays a decisive role in terms of expertise, capacity standards and conditions for practice.

The Government affirms that CK I, CK II and boarding degrees are not masters or doctoral degrees but are certificates of specialized medical competence. The Ministry of Health will specify in detail the program, conditions for studying and granting degrees; while the Ministry of Education and Training will continue to manage the system of qualifications and standards for higher education quality, ensuring a clear division of responsibilities between the two ministries. 5th graders in Vietnam achieve the highest score in the field of Math and Reading in Southeast Asia
The SEA-PLM 2024 report published by the SEAMEO Secretariat shows that Vietnamese 5th graders continue to lead the region in reading comprehension and Mathematics. Vietnam participated with 6 other countries, with about 6,000 students, 1,074 teachers and 152 primary schools surveyed.
