Hanoi Department of Education and Training (GDĐT) has just issued document No. 2461/SGDĐT-TCCB signed by Director of Hanoi Department of Education and Training Nguyen Van Hien, sent to affiliated departments on researching and advising on building additional income standards for officials of the capital's education sector.
According to the Hanoi Department of Education and Training, the development of additional income spending norms is implemented based on Resolution No. 248/2025/QH15 of the National Assembly on a number of specific and outstanding mechanisms and policies for the development of education and training; Decree No. 182/2026/ND-CP of the Government stipulating the preferential allowance regime according to the profession for teachers, management staff of educational institutions and educational support personnel in public educational institutions.
The document also cites Official Dispatch No. 3535/SNV-LĐTLĐN dated May 26, 2026 of the Hanoi Department of Home Affairs on advising on the implementation of specific policies for the staff of health and education sectors, ensuring synchronization with the mechanism for paying additional income for cadres, civil servants, and public employees of Hanoi city.

To implement this task, the Department of Education and Training assigned the Department of Planning and Finance to take the lead in developing the level of additional income expenditure for education sector officials, and at the same time calculate and include this expenditure in the price of educational services to report to the City People's Committee to submit to the City People's Council for consideration and approval, ensuring funding for implementation at educational institutions.
In addition, the Department of Organization and Personnel is responsible for coordinating with the Department of Planning and Finance to review and complete the norms related to increased income. Professional departments under the Department, based on their assigned functions and tasks, will coordinate to advise on building appropriate mechanisms for civil servants at public educational institutions directly under them.
For nearly 1 year, Lao Dong Newspaper has persistently accompanied teachers, proposing Hanoi to adjust the beneficiaries of the additional income regime to ensure fairness.
Lao Dong Newspaper has many articles reflecting the reality that the income of teachers in the Capital is still facing many difficulties compared to job requirements and increasing living expenses. In particular, teachers are not paid additional income like other civil servants and public employees in the Capital.
Through the articles, a large number of teachers, education experts and representatives of training institutions believe that Hanoi needs to soon have a special mechanism on income to retain the teaching staff, especially in the context that the education sector is facing pressure of teacher shortages in some subjects, levels and regions.
The articles also point out that, while the city is implementing a mechanism to pay additional income to officials, civil servants, and public employees according to specific policies permitted by the National Assembly, the teaching staff - the force directly performing the task of education innovation - needs to be considered to enjoy appropriate policies, ensuring fairness and creating motivation for dedication.
Lao Dong Newspaper has also proposed that functional agencies study a mechanism to support income for Hanoi teachers based on professional characteristics, workload and requirements to improve the quality of educational human resources.
The fact that the Hanoi Department of Education and Training officially assigned specialized units to advise on building norms for increased income expenditures is a positive sign, meeting the expectations of many teachers in the past time.
The study of the mechanism for increased income is also expected to contribute to improving the lives of teachers and public employees in the education sector, while creating motivation to improve the quality of teaching and learning in the new context.
