Foundations are entangled in structure, local surplus and shortage
At Le Viet Thuat High School, Mr. Dang Van Hai - Principal informed that the school currently has 110 officials and teachers, including 2 grade I teachers, 45 grade II teachers, and the rest are grade III. According to regulations, the unit still lacks 9 grade I targets and 10 grade II targets.

Kim Lien High School has 73 officials and teachers, of which there are no grade I teachers, 32 grade II teachers, and the rest are grade III. "The number of grade I and grade II teachers is still much short of the target, but the staff at the school does not meet the standards. Among them, many teachers have met the standards in terms of expertise and achievements but do not have enough time to maintain their ranks according to regulations. In the near future, when there are qualified teachers, we will submit dossiers," Mr. Duong Van Son - Principal of the school shared.
At the secondary school level, the picture is somewhat different. At Truong Thi Secondary School (Truong Vinh ward), the total number of managers, teachers, and staff is 34 people, of which grade II accounts for a large proportion and has exceeded regulations, while grade I still lacks 1 target.
According to Ms. Banh Thi Thuy Ha - Principal of the school, this "mismatch" makes promotion very cautious. "It is not possible to be promoted just because there are still quotas. It is necessary to ensure the correct structure, while the standards for grade I teachers are very high, not easy to meet" - Ms. Ha commented.
Reality shows that many units are falling into a situation of "local surplus - shortage": Some places still have targets but do not have sufficient conditions, and some places exceed the rate, so they cannot continue to consider upgrading. This is the biggest "bottleneck" in the current implementation process.
Comprehensive review, adjusting towards substance
According to a representative of the Department of Education and Training of Nghe An province, for many years, teacher promotion has been concerned and implemented by management levels, thereby improving the quality of the staff. Therefore, overall, the current promotion target is not much, and some institutions have even exceeded the prescribed rate.
The structure of professional title ranks is determined according to Official Dispatch No. 64/BNV-CCVC dated January 5, 2024 of the Ministry of Home Affairs, which clearly stipulates: Grade I teachers not exceeding 10%, grade II teachers not exceeding 50%, grade III teachers not exceeding 40% for public non-business units group 3, 4.
Synthesized data from the Department of Education and Training of Nghe An province shows that at the preschool level, grade III teachers account for 66.69%, while grade I only reaches 0.03%. At the primary level, grade II teachers have reached 50.10%, reaching the regulated threshold. Notably, at the secondary level, grade II teachers account for 83.01%, far exceeding the allowed rate, while grade I only reaches 3.35%.
At the high school level, out of nearly 5,500 teachers, grade I accounts for only nearly 1%, grade II is about 45%, and the rest is grade III. These figures show the imbalance between grades, making promotion in many units unable to continue to be implemented in the old way.
Faced with that reality, the Department of Education and Training of Nghe An province has issued a document requesting the People's Committees of communes and wards to review the current situation of professional title ranks of public employees. For units that have not exceeded the rate, the sector encourages to develop a project and submit it to competent authorities for approval to organize promotion consideration.
Discussing this issue, Dr. Nguyen Van Khoa - Director of the Department of Education and Training of Nghe An province - affirmed that the education sector will continue to comprehensively review the team, guiding educational institutions in developing promotion plans. "Our point of view is to ensure the legitimate rights of teachers, but must be based on regulations and improve the quality of the team" - Dr. Nguyen Van Khoa informed.
