
According to the new regulations, extra teaching and learning activities can only be organized when there is actual need, based on students' voluntary registration and parents' consent. In particular, schools and individuals organizing extra classes are strictly prohibited from using any form to force students to participate.
The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law, must not contain prejudices in ethnicity, religion, profession, gender, or social status; must respect personality and treat learners fairly. The content of teaching according to the school's education plan is not cut down to include extra teaching.
Regarding extra teaching activities in schools, the regulation clearly states that no fees are collected and only apply to specific cases such as students who have not met the subject requirements in the most recent semester; students selected for excellent student development and final year students registering to review for entrance exams and graduation.
The school is responsible for organizing students in the above categories to write applications for each subject and grade.
Each extra class cannot exceed 45 students, with a maximum duration of 2 periods/week/subject. The regulation also prohibits arranging extra teaching hours interspersed with the regular course schedule and not teaching before the official curriculum.
Additional teaching plans must be made public on the website or posted at schools. Teachers who are teaching at school are not allowed to teach extra classes and collect money from students in their class.
Teachers in public schools are not allowed to participate in managing and operating extracurricular activities outside of school, but can participate in teaching if they meet the requirements.

For extra teaching and learning activities outside of school, only legally registered establishments are allowed to do so. All information about the subject, time, location, list of teachers and tuition fees must be transparent before enrollment.
extra-curricular teachers must ensure good moral qualities and professional competence suitable for the subject.
A noteworthy point is the regulation prohibiting the organization of extra classes for primary school students, except for classes on arts, sports or life skills training.
Private continuing education centers when organizing extra classes must strictly comply with Decree 125/2024/ND-CP dated October 5, 2024 of the Government, including requirements on facilities, staff, teaching programs, learning materials and transparent operating regulations.
Regarding funding, additional teaching activities in schools will be paid from the state budget and other legal sources. For extra-curricular teaching, the fee will be agreed upon by parents and extra-curricular facilities. The collection, management and use of tuition fees must strictly comply with regulations on finance, accounting, tax and other relevant regulations.
