Vocational school fined for assigning teachers to teach beyond quota

Nghe An – A vocational school was administratively fined 15 million VND for arranging teachers to teach beyond the quota.

On November 27, information from the Inspectorate of the Department of Labor, War Invalids and Social Affairs of Nghe An province said that it had just issued a decision to administratively fine 15 million VND against the Tay Nam Nghe An College of Economics and Technology for the act of arranging teachers to teach beyond the prescribed teaching hours.

The above violations were discovered during a thematic inspection at the school by the Department of Labor, War Invalids and Social Affairs of Nghe An province.

According to the inspection conclusion, during the training process, Tay Nam Nghe An Economic - Technical College signed fixed-term labor contracts with 4 people, which were not in accordance with the provisions of the Labor Law.

The quarterly evaluation and reward system is currently leveling and does not encourage staff, civil servants, and workers. Mr. Tran Dinh Trung has been appointed as Principal for more than 2 terms.

In 2024, the school did not have a permanent teacher of Refrigeration and Air Conditioning Engineering. A teacher recruited to teach elementary level did not meet the required pedagogical capacity standards.

Regarding admission, the school considers students who have graduated from junior high school or higher for the intermediate level and workers of working age for the elementary level.

Through inspection, the Inspectorate of the Department of Labor, War Invalids and Social Affairs of Nghe An province also pointed out that there were still students who were not of the right age for primary vocational training. The training process did not organize a comprehensive health check for students before entering school.

Checking the 2022 enrollment records, this school also trains intermediate-level Veterinary Medicine beyond the licensed scale (9 quotas).

The graduation rate compared to the intermediate level entrance is low. In 2022 and 2023, the average graduation rate was 59.5%. The number of intermediate students who dropped out within 2 years is still high at 198 students.

The inspection conclusion also stated that this school violated a number of other regulations such as: the decision to open an intermediate class did not show the training location; there were 4 training programs that were 3 years past due but had not been revised according to regulations...

The school has not paid the reward money to 11 individuals, with the amount: 5,103,000 VND; paid overtime wages not in accordance with regulations to 13 people, with the amount of 13,250,000 VND.

In addition to administrative sanctions, the Chief Inspector of the Department of Labor, War Invalids and Social Affairs of Nghe An required the school to recruit and train students in accordance with the scale and location and to overcome the shortcomings and limitations mentioned in the Inspection Conclusion.

Tay Nam Nghe An Economic - Technical College is located in Dong Son commune, Do Luong district, Nghe An province. The school was established in 2010 and has the function of training in economic - technical professions at intermediate and primary vocational levels; retraining, fostering and upgrading exams in the professions trained by the school.
