Official dispatch sent to the Management Board of the Bac Ninh Civil and Urban Construction Investment Project No. 2; Vingroup Corporation - Joint Stock Company.
The document stated that the People's Committee of Bac Ninh province received a document dated August 23, 2025 from Vingroup Corporation - Joint Stock Company on the recommendation of content related to the implementation of the 1/2000 scale Zoning Plan for the new urban area in the Northwest of Bac Ninh city (Zone No. 14).
The Chairman of the Provincial People's Committee assigned the Management Board of the Bac Ninh No. 2 Civil and Urban Construction Investment Project (the agency delegated to receive and manage projects that the People's Committees at the district level are implementing in the field of planning and architecture) to receive the proposal of Vingroup Corporation - Joint Stock Company according to regulations, review the planning, synthesize related contents and report to competent authorities for consideration and decision.
The new urban area in the Northwest of Bac Ninh city is located in Kinh Bac ward, Bac Ninh province.
The project is invested by Vingroup, expected to be implemented in 7 years, operating from 2032.
The project has a total area of about 277 hectares, adjacent to the Cau River and the existing residential area. The investor said that the project planning area is mainly residential land, agricultural land, ponds and lakes.
According to the plan, the urban area will have about 60 hectares of land to build houses, providing nearly 3,500 villas, 4-storey townhouses and a maximum of 35 apartment buildings.
In addition, the project is also allocated 9.5 hectares of land to develop social housing. Some other items include service works, offices, parks, health stations, inter-level schools, sports areas, etc.
The total investment capital of the project is about VND 41,270 billion (equivalent to USD 1.58 billion), including compensation and support costs for site clearance of more than VND 1,100 billion.
Bac Ninh is one of the industrial capitals in the North, concentrating a series of FDI giants in the fields of technology equipment manufacturing, electronics, and semiconductors.
In recent years, Bac Ninh has also become the destination of a series of large investors in the real estate sector.
A series of new urban area projects are being accelerated in this locality.

The Prime Minister agreed to upgrade the construction of Gia Binh airport to international scale, from level 3C to level 4E.
Hanoi City has also agreed on the plan to build a nearly 50km, 120m wide road connecting Gia Binh airport with the center of the capital.
