Many investment-attracting projects in Dak Lak are entangled in planning

Dak Lak - Many investment-attracting projects are facing problems with planning, land and site clearance.

On September 1, the Department of Finance of Dak Lak province said that it had just reported to the Provincial People's Committee on the situation of handling dossiers of non-budget investment projects and the progress of implementing investment policies, Memorandum of Understanding (MOU), research and survey policies awarded at the Dak Lak Provincial Planning and Investment Promotion Conference in 2026.

Currently, the Department of Finance is monitoring and processing 82 dossiers and projects. Among them, 24 projects are basically eligible, including 13 energy projects, 8 agricultural, forestry and agricultural and forestry product processing projects and 3 projects in other fields.

These dossiers are being reviewed for the final time regarding planning, land allocation targets and specialized conditions to complete the appraisal report and submit it to the Provincial People's Committee for consideration. The remaining 58 projects are continuing to be reviewed and appraised.

According to the Department of Finance of Dak Lak province, for projects that the unit is monitoring, the processing progress, some dossiers are still prolonged due to having to continue to compare with the adjusted Provincial Planning, urban and rural planning, sectoral planning and land use targets.

Some proposed locations are related to natural forest land, land managed by agricultural and forestry enterprises, irrigation works, transportation, relics, technical infrastructure corridors or overlapping with other projects, so it is necessary to carefully review the boundaries, origin and land use plan.

In addition, some projects have basically completed dossiers, but land plots have not been included in the list of land plots for bidding to select investors. Site clearance at some projects has also not been completed, affecting the progress of implementation.

Director of Dak Lak Provincial Department of Finance Cao Dinh Huy informed that, to speed up progress, the unit proposed that the Provincial People's Committee direct departments, branches and commune-level People's Committees to proactively coordinate in completing the conditions on planning, land, bidding list and related procedures.

Key agencies must also regularly work with each investor, clearly define the roadmap, monitor progress and proactively remove difficulties. Issues beyond their authority must be promptly reported to the Provincial People's Committee for consideration and direction.

At the 2026 Dak Lak Provincial Planning and Investment Promotion Conference, 25 projects were awarded investment policies by the Provincial People's Committee with a total capital of about 40,294 billion VND.

Through review, by the end of August 2026, many projects are carrying out procedures on design, land, site clearance and construction permits. Some social housing projects have determined the start time.

In the industrial sector, Loc Thanh Ngan Co., Ltd.'s wood pellet factory has been put into operation; Son Phu Tuy An export pellet factory has completed construction and is installing electrical systems and equipment to put into operation.
