The foundation for the political system and the legal position of the new State
Immediately after September 2, 1945 - the day President Ho Chi Minh read the Declaration of Independence, affirming before the world and the entire nation about the birth of the Democratic Republic of Vietnam. On September 3, 1945, in the first session of the Provisional Government, President Ho Chi Minh clearly stated the more urgent need than ever to hold general elections with universal suffrage.
On September 8, 1945, Decree No. 14-SL signed by President Ho Chi Minh was announced and clearly stated: "According to the Resolution of the National People's Congress on August 16-17, 1945 in the liberated area, it is stipulated that Vietnam under the Democratic Republic regime and the National People's Government will be elected by a popular National People's Congress".
On January 5, 1946, President Ho Chi Minh issued a call for the nation to vote: "Tomorrow is a joyful day for our compatriots, because tomorrow is the day of the General Election, because tomorrow is the first day in Vietnamese history that our people began to enjoy their democratic rights...".
According to his call, in all parts of the country, political forces together with social organizations have carried out activities to mobilize people to go to the polls; militia and self-defense forces are on duty to ensure safety for polling stations; the Revolutionary Press team continuously issues propaganda articles, encouraging the spirit of democracy.
Overcoming bombs and bullets, weather, and difficulties in all aspects, the General Election took place in both the free zone and the temporary occupied zone. On January 6, 1946, all 71 provinces and cities had 89% of the total number of voters voting and the whole country elected 333 delegates representing the will and aspirations of the entire people. Among them, 57% of the delegates belonged to different parties; 43% of the delegates were non-partisans; 87% of the delegates were workers, farmers, revolutionary soldiers; 10 delegates were female delegates and 34 delegates were ethnic minority delegates. True to President Ho Chi Minh's words, for the first time in history, Vietnamese people have expressed and enjoyed their democratic rights. This victory opened the process of building a new democratic regime - socialist democracy.
Breakthrough development in Vietnam's democratic institution
The victory of the first General Election is also of great historical significance, opening the process of building a new democratic regime and laying the foundation of the institution for the Vietnamese political system. The birth of the National Assembly after the success of the General Election is a bright milestone marking the first leap forward in the democratic institution of Vietnam.
From there, opening up a new era of development, an era when our country has a National Assembly, a unified Government, a progressive Constitution and a system of government that is completely legally qualified to represent the Vietnamese People on the international stage both domestically and internationally. With the function of the highest representative body of the People, the state power body of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, the National Assembly of Vietnam elected by the People's Deputies has been and is exercising the right to establish a constitution, the right to legislate, decide on the most important issues of the country and supremely supervise the activities of the State.
The success of the General Election is also of decisive significance for the revolutionary cause of struggle for national independence, democracy, fairness and social progress of our people. At the same time, the victory of the General Election has also shown the spirit of solidarity and independence of the entire Vietnamese people, thereby contributing to firmly consolidating the young government that is in the context of fighting against "insiders and outsiders".
At the first session of the National Assembly, President Ho Chi Minh stated: "The General Election is the result of the sacrifice and struggle of our ancestors, it is the result of the heroic and striving solidarity of all Vietnamese compatriots, the solidarity of all compatriots regardless of age, large or small, including all religions, all ethnic groups on the Vietnamese border, closely united into a block of sacrifices not afraid of danger to fight for independence for the Fatherland.
Nearly 80 years have passed, but the victory of the first General Election is still valid. The National Assembly of Vietnam has also continuously grown and matured, being the embodiment of the great national unity bloc, representing the will and aspirations of the People. Entering a new era, under the leadership of the Communist Party of Vietnam, the coordination of state agencies, the Fatherland Front and people's organizations, the National Assembly will continue to be the highest representative body of the people, the highest state power body, worthy of its role and position to soon make Vietnam a developed, high-income, powerful, prosperous and happy country.
