Key tasks, which play a role as a "backbone" for economic and social development such as removing large projects behind schedule, promoting the disbursement of public investment capital, must still take place regularly and effectively.
Essential fields such as healthcare, education, and culture still require cadres and civil servants to continue working normally, if not to say that it is an effort more than before to serve the increasing needs of people, businesses, and investors.
At times like these, it is necessary for cadres and civil servants - those who receive salaries in taxes from the people - to promote a sense of responsibility, proactiveness and determination in their work.
This is also the time for local leaders and heads of organizations to clearly demonstrate their leading role, by doing a good job of ideological work, propaganda, and mobilization to stabilize the psychology of cadres and civil servants under their management.
