The project of the Office of the District Party Committee - People's Bloc, Do Luong District has been approved by the People's Council of Do Luong District for investment in construction in Resolution No. 02/NQ-HDND dated April 4, 2022.
On January 14, 2025, Do Luong District Party Committee approved the winning bid results of Thinh Hung Company Limited (located in Vinh City, Nghe An Province) (package No. 06, including construction costs and construction equipment), with a value of more than 72.432 billion VND.
Although everything has been prepared, from the project implementation policy to the bidding, the Do Luong District Party Committee still decided to temporarily suspend the project.
Because, the Politburo and the Secretariat have issued Conclusion 126-KL/TW on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025. Conclusion 126-KL/TW assigns the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, relevant Party committees and Party organizations to study and orient the continued arrangement of removing intermediate administrative levels (district level).
If the intermediate administrative level (district level) is abolished, it will be related to the Party Committee, when there are no official decisions, the suspension is appropriate.
In reality, in many localities, when merging districts and communes, many headquarters are left unused. Currently, there are 52 district-level headquarters and 297 redundant commune-level headquarters that have not been processed after the arrangement of administrative units in the 2019-2021 period. Many headquarters are abandoned, damaged, degraded, and are a huge waste.
If we implement the merger of provinces and districts, there will be many surplus headquarters, so building more at this time is unreasonable.
From the case of temporarily suspending the Do Luong District Party Committee headquarters construction project, other localities need to refer to handle similar projects. At this time, projects to build headquarters for wards, communes, districts, towns and cities should be temporarily suspended, do not let surplus generate waste in the future.
After the steps of streamlining the apparatus, merging provinces, and removing districts from being completed, it is not too late to base on reality to make decisions to implement construction projects.
Just temporarily stopping the construction of a headquarters of the Do Luong District Party Committee, has saved more than 70 billion VND, including district-level headquarters across the country, a huge amount of money.
Therefore, the policy of merging and streamlining the apparatus to reserve investment resources for national development is supported by the people.
