At 8:10 a.m. on October 13, the Command of Coast Guard Region 1 received information from CSB 603 boat of Squadron 111, Squadron 11 performing patrol and control duties in the Cat Ba archipelago about a crew member on the Thang Loi 668 ship (number HP 6302) having a stroke. The HP 6302 ship requested the Coast Guard to support transporting people to the nearest shore to take the patient to the hospital for emergency care.
Immediately after receiving information about the incident, the Regional Command mobilized CSB 603 boat (currently operating about 0.2 nautical miles from HP 6302) to quickly approach and support. Just 15 minutes later, CSB 603 approached the cargo ship, coordinating with the crew members on board to urgently transport the patient to the boat to run to shore.
Through the situation, it is known that the cargo ship HP 6302 consists of 9 crew members, captained by Mr. Tran Huu Thuan (57 years old, from Hai Phong). While on the way to transport goods from An Giang to Hai Phong, when arriving at the floating area at 15 Lach Huyen canals, a crew member, Mr. Truong Ri N (39 years old, from An Trach commune, Ca Mau province) suffered a stroke in a state of quadriplegia.
At 8:40 a.m., CSB 603 boat carried the patient and 3 crew members of HP 6302 boat to the Goat wharf area of Cat Hai special zone (about 3 nautical miles away), then supported the transfer to a taxi ( chartered by HP 6302 boat) to take him to the Vietnam - Tiep Friendship Hospital for emergency care.
