85 internal procedures resolved on the new system from today

From January 1, 2026, 85 internal procedures will be received and resolved centrally on the Administrative Procedure Resolution Information System of the Ministry of Home Affairs.

The Ministry of Home Affairs has just issued an official dispatch to the People's Committees of provinces and centrally-run cities on the official deployment of the Information System for resolving administrative procedures (TTHC) in state management areas of the Ministry of Home Affairs from today, January 1, 2026.

Accordingly, 85 TTHCs will be received and resolved according to the centralized model on the new system in the early stages.

The Ministry of Home Affairs said that the deployment of the system aims to implement the Government's guidelines and requirements on promoting administrative procedure reform, digital transformation and online public service provision.

Based on the results of trial operation in the past time, the Ministry decided to put the system into official operation, and at the same time determine the implementation roadmap for each stage to ensure stability and smooth operation.

Phase 1, starting from January 1, applies to 85 administrative procedures under the state management of the Ministry of Home Affairs, implemented at the provincial and commune levels. The list of these procedures has been directed to the system according to the guidance of the Government Office and was announced by the Ministry of Home Affairs with an official letter.

Phase 2, expected to be implemented by March 2026, the system will continue to be expanded to be implemented for the remaining administrative procedures under the Ministry's management.

During the transition period, administrative procedures that have not been directed to the new system are still received and resolved at the local administrative procedure resolution information system, and at the same time, trials are carried out according to the guidance of the Ministry of Home Affairs until 100% of the procedures are completed.

According to the guidance, organizations and individuals when implementing administrative procedures under the above list will submit dossiers online through the National Public Service Portal at https://dichvucong.gov.vn. The receipt and processing of dossiers are carried out according to electronic procedures, ensuring uniformity, publicity and transparency.

For officials and civil servants participating in receiving and resolving administrative procedures in localities (Department of Home Affairs, commune-level People's Committees and related units), dossier processing is carried out on the Ministry of Home Affairs' Information System for resolving administrative procedures at https://motcua.moha.gov.vn. Officials log in to the system using the VNeID electronic identification account to perform professional operations according to delegation of authority.

The Ministry of Home Affairs said that the system user manual has been provided with a QR code, to support local officials to quickly get acquainted and use it proficiently during the implementation process.

The Ministry of Home Affairs requests the People's Committees of provinces and cities to direct relevant agencies and units to widely disseminate information to people and businesses about the deployment of the system and how to implement administrative procedures according to new methods.

At the same time, localities need to arrange officials to directly receive and resolve dossiers on the system, ensuring that there is no interruption of administrative procedure resolution activities during the transition period.
