Repeat a series of Circulars on wages and bonuses from July 15

The newly issued Circular of the Ministry of Home Affairs has abolished all 7 Circulars on salaries and bonuses for organizations in state-owned enterprises.

The Ministry of Home Affairs has issued Circular No. 07/2025/TT-BNV guiding the implementation of labor management, wages, remunerations, and bonuses for organizations as prescribed in Clauses 5 and 8, Article 34 of Decree No. 44/2025/ND-CP of the Government regulating labor management, wages, remunerations, and bonuses in State-owned enterprises.

This Circular guides the implementation of labor management, wages, remuneration, and bonuses as prescribed in Clause 5 and Clause 8, Article 34 of Decree No. 44 for the following organizations:

(1) Financial Funds, including: Local Development Investment Fund; National Technology Innovation Fund; Credit Guarantee Fund for Small and Medium Enterprises; Cooperative Development Support Fund operating under the model of a single-member limited liability company with 100% state capital; Small and Medium Enterprise Development Fund;

(2) Financial institutions, including: Deposit Insurance of Vietnam; Social Policy Bank; Vietnam Development Bank;

(3) Vietnam Television (VTV).

Notably, according to Clause 2, Article 21 of the Circular, 7 Circulars on labor management, wages, remunerations, and bonuses for organizations in State-owned enterprises have been abolished, including:

Circular No. 32/2016/TT-BLDTBXH dated October 25, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the management of labor, wages, remuneration, and bonuses for Vietnam Deposit Insurance;

Circular No. 34/2016/TT-BLDTBXH dated October 25, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding labor and salary management for Vietnam Television;

Circular No. 45/2016/TT-BLDTBXH dated December 28, 2016 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of labor management, wages, remuneration, and bonuses for the Local Development Investment Fund;

Circular No. 04/2019/TT-BLDTBXH dated January 21, 2019 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of labor management, wages, remuneration, and bonuses for the Credit Guarantee Fund for small and medium-sized enterprises;

Circular No. 34/2019/TT-BLDTBXH dated December 30, 2019 of the Minister of Labor, War Invalids and Social Affairs guiding the management of labor, wages, remunerations, and bonuses for the Small and Medium Enterprise Development Fund;

Circular No. 12/2022/TT-BLDTBXH dated June 30, 2022 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of labor management, wages, remuneration, and bonuses for the National Technology Innovation Fund;

Circular No. 13/2022/TT-BLDTBXH dated June 30, 2022 of the Minister of Labor, War Invalids and Social Affairs guiding the implementation of labor management, wages, remuneration, and bonuses for the Cooperative Development Support Fund.

Circular No. 07 takes effect from July 15, 2025.
