This is one of the important contents emphasized by Minister Pham Thi Thanh Tra at the September working session of the Ministry of Home Affairs.
Regarding the key tasks in September, the Minister requested careful and tight preparation of 2 major groups of issues to report to the Politburo.
First, the Minister will work with units related to the issue of cadres, civil servants, job positions, and classification of administrative unit standards. In addition, the Minister will also meet to agree on the outline, report, and procedures related to decentralization, delegation of authority, and division of authority.
After that, the Minister plans to work with the units to report to the Politburo on the issue of salaries and allowances.
Regarding the institutional and policy system, the Minister also noted that the specialized unit must complete the contents of the draft Law on Civil Servants for amendment and submit to competent authorities 21 resolutions, decrees and circulars.
The Minister also closely followed 34 civil servants sent to the locality to have a complete and comprehensive report to promptly remove difficulties and obstacles in operating the two-level local government.
In addition to focusing on completing political tasks in September, the head of the Home Affairs sector thoroughly grasped the "implementation of the contents of Resolution 57, Resolution 66 because it is a matter of survival".
The Minister requested preparation for work related to the organization of the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term.
Up to this point, the Ministry has completed and organized the collection of opinions from ministries, branches and localities on the draft Resolution of the National Assembly Standing Committee guiding the determination of the structure, composition, and allocation of the number of people recommended to run for People's Council delegates at all levels for the 2026-2031 term; the Prime Minister's Directive on organizing the election of National Assembly delegates and People's Council delegates at all levels and the Circular of the Ministry of Home Affairs guiding the professional work of organizing the election.
For the next task, the Minister requested to stabilize the staff, review, adjust, and transfer the civil servant team, coordinate for units under and directly under the Ministry. From there, the management agency will screen in conjunction with the task of restructuring the team of cadres and civil servants.
The Minister also urged the preparation of contents for the 10th Session of the 15th National Assembly and reminded the preparation of public budget and investment estimates for 2026.
