According to a statement from the Party Central Office, on November 20, at the Party Central Office, the Politburo and the Secretariat reviewed and disciplined party organizations and party members with violations and shortcomings.
After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:
1. Mr. Vo Van Thuong, during his tenure as a member of the Party Central Committee, Secretary of the Quang Ngai Provincial Party Committee for the 2010-2015 term, member of the Politburo, Head of the Central Propaganda Department, Standing member of the Secretariat, and President, violated Party and State regulations in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, bad public opinion, and affected the reputation of the Party and State.
2. Mr. Vuong Dinh Hue, during his tenure as Politburo member, Party Secretary, and National Assembly Chairman, violated Party and State regulations in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, negative public opinion, and affected the reputation of the Party and State.
3. Mr. Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies, former Secretary of the Party Committee, Minister of Transport, violated the regulations of the Party and the State in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, bad public opinion, and reduced the prestige of the Party organization and the State management agency.
4. Mr. Pham Van Vong, during his tenure as a member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Vinh Phuc province (from May 2010 to February 2015), had degraded political ideology, morality, and lifestyle; violated Party and State regulations in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, huge losses to the state budget, public outrage, and negatively affected the reputation of the Party organization and local government.
5. The Party Executive Committee of the Ministry of Transport for the 2021-2026 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, loosened leadership and direction, allowing the Ministry of Transport and many organizations and individuals to violate Party and State regulations in organizing the implementation of a number of projects and bidding packages carried out by Thuan An Group Joint Stock Company; a number of cadres and Party members, including key cadres of the Ministry, violated Party and State regulations in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example.
Violations and shortcomings of the Party Executive Committee of the Ministry of Transport for the 2021-2026 term caused serious consequences, risked huge losses and waste of state money and assets, caused bad public opinion, and reduced the reputation of the party organization and state management agency.
6. The Party Delegation of the Vietnam Confederation of Commerce and Industry (VCCI) for the 2015 - 2020 and 2021 - 2026 terms committed violations and shortcomings that caused serious and difficult-to-overcome consequences, risked loss and waste of State money and assets, caused bad public opinion, and reduced the reputation of the Party organization and VCCI.
7. Messrs. Phung Quang Hung, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Vinh Phuc province; Ha Hoa Binh, former Member of the Standing Committee of the Provincial Party Committee, Member of the Party Committee, Vice Chairman of the People's Committee of Vinh Phuc province; Tran Van Ven, former Member of the Executive Committee of the Party Committee of the Central Enterprises Bloc, Secretary of the Party Committee, Chairman of the Board of Members of the Southern Food Corporation, have degraded in political ideology, morality, and lifestyle; violated regulations of the Party and State in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, public outrage, and negatively affected the reputation of the Party organization, local government, and state-owned enterprises.
Based on the content, nature, level, consequences, and causes of violations by the above-mentioned Party organizations and Party members, according to the Party's regulations on disciplining Party organizations and Party members who violate the Party's regulations, the Politburo decided to impose a warning on Messrs. Vuong Dinh Hue and Nguyen Van The; has not yet considered and disciplined Mr. Vo Van Thuong due to his illness; and proposed that the Party Central Committee expel Mr. Pham Van Vong from the Party.
The Secretariat decided to expel from the Party the following: Phung Quang Hung, Ha Hoa Binh, Tran Van Ven; Warning: Party Executive Committee of the Ministry of Transport for the 2021-2026 term, VCCI Party Committee for the 2015-2020 term; Reprimand VCCI Party Committee for the 2021-2026 term.
Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
