The Ministry of Home Affairs has responded to the recommendations of voters in Hung Yen province sent after the 10th session of the 15th National Assembly.
Accordingly, voters in Hung Yen province raised the issue of resolving dossiers at the public administrative service center after the merger is still very slow; people wait very long, especially for notarization and certification of documents.
Voters believe that this is due to the fact that the current Vice Chairman of the People's Committee of communes and wards concurrently holds the position of Director of the Public Administration Service Center.
Therefore, voters proposed to consider regulations for communes and wards to have 1 Director of the public administrative service center working full-time.
Regarding this content, the Ministry of Home Affairs clearly stated that in Decree 367/2025 of the Government amending and supplementing a number of articles of Decree 118/2025 on implementing administrative procedures according to the one-stop shop mechanism, inter-agency one-stop shop at the One-Stop Shop Department and the National Public Service Portal, it has stipulated that the leaders of commune-level public administrative service centers include: Director equivalent to head of department, Deputy Director equivalent to Deputy Head of department under the commune-level People's Committee.
Therefore, the Ministry requests Hung Yen province to strictly implement the regulations in Decree 367/2025.
Accordingly, the leadership of the Commune-level Public Administrative Service Center includes a Director equivalent to the Head of Department.
Deputy Directors equivalent to Deputy Heads of Departments under the Commune-level People's Committees assist Directors in performing one or more specific tasks assigned by Directors and are responsible to Directors and to the law for performing assigned tasks. The number of Deputy Directors is implemented according to the Government's regulations.
Thus, according to Decree 367/2025, there is no longer a regulation that the leadership of the commune-level public administrative service center includes the Director as a Vice Chairman of the commune-level People's Committee.
