This afternoon (September 11), the Office of the President held a press conference to announce the President's order promulgating the laws passed by the National Assembly at the 9th session, including the Law on the participation of United Nations peacekeeping forces. The law consists of 5 chapters and 27 articles, effective from January 1, 2026.
Informing about the notable contents of the Law, Senior Lieutenant General Hoang Xuan Chien - Member of the Party Central Committee, Member of the Central Military Commission, Deputy Minister of National Defense - said that the forces participating in the United Nations peacekeeping operation (GGHB) include: Armed Forces officers, professional soldiers, workers and defense officials, non-commissioned officers, soldiers and units under the Ministry of National Defense; officers, non-commissioned officers of professional and technical expertise, police workers, soldiers and units under the Ministry of Public Security.
In addition, there are also civil forces who are cadres, civil servants, and public employees equipped with professional technical means to carry out the United Nations peacekeeping mission.
The areas of participation include: consulting, logistics, engineering; engineering, infantry, reconnaissance, protection, transportation, military medicine, military control; military observers; information, communication, communication; police; election observation and supervision; policy making, health, law and other civil fields; other fields as proposed by the United Nations.
Vietnamese forces participating in the United Nations General Assembly activities are trained, coached, and fostered in knowledge of the United Nations General Confederation of Labor, professional expertise, and pre-implementation training according to the United Nations program; trained and fostered in foreign languages, gender equality and other skills; participated in United Nations General Assembly training courses.
Vietnamese forces participating in United Nations Security Service activities during their time on duty abroad are entitled to salary, allowances and other preferential regimes and policies according to the provisions of Vietnamese law and the provisions of the United Nations.
At the press conference, the press asked the leaders of the Ministry of National Defense about the new regulation of the law, which is to send forces outside the Army and the Police to participate in United Nations peacekeeping activities and specific policies for this force.
Senior Lieutenant General Hoang Xuan Chien said that currently, in the missions, the need for reconstruction is basic. This means that they were devastated after war, conflict, and disaster, so the issue of infrastructure reconstruction, serving people's lives, infrastructure is very important. This is the need, the "ticket" to do this.
Over the past 11 years, Vietnam has sent more than 1,100 officers and employees according to 2 types of individuals and units under the Ministry of National Defense and the Ministry of Public Security to missions.
The type of individual is expected to take on the position of observer, perform logistics, medical tasks, and participate in social security issues. The type of unit includes level 2 field hospitals, engineering teams. The Ministry of Public Security will soon send police forces to join the United Nations police force. These are very necessary locations for reconstruction in the delegation area.
Regarding the expansion to the civil force, according to Senior Lieutenant General Hoang Xuan Chien, cadres and experts in the fields related to transportation, health, education, communication, and law can join the GGHB force. However, they must meet the criteria of the United Nations and the preparation of Vietnam.
"Currently, there is no shortage of human resources in Vietnam, a legal corridor has been opened for implementation here. This demonstrates Vietnam's responsibility to the international community, diversifying the forms, subjects and types of participation in the United Nations missions" - the Senior Lieutenant General stated.
