Forming, developing, and completing a centralized data warehouse in the field of Home Affairs, ensuring connection, intercommunication, and data sharing to serve direction, administration, and settlement of administrative procedures, providing online public services with ministries, branches, localities, and agencies, organizations, individuals, and businesses.
Complete the construction and operation of the National Database on cadres, civil servants, and public employees, ensuring 100% service for cadre, civil servant, and public employee management tasks.
Complete the construction and operation of the National Database on Social Security, meeting at least 80% of the requirements for implementing social security policies of competent authorities.
Develop full-service online public services to serve people and businesses, taking people and businesses as the center of service. Strive for 100% of administrative procedures in the Internal Affairs sector to be provided in the form of full-service online public services, connected and interconnected with the National Public Service Portal; 100% of electronic forms for online public services in the Internal Affairs sector are applied with artificial intelligence and virtual assistants to support people and businesses in the process of performing administrative procedures.
Ensure 100% of interaction activities between people, businesses and state administrative agencies in the field of Home Affairs are carried out smoothly in the digital environment (except for content within the scope of state secrets), through the Portal/Electronic Information Page, Public Service Portal and information systems according to legal regulations, ensuring timely, safe, and convenient reception, processing, response and result return.
Improve the digital capacity of the team of officials, civil servants, and public employees of the Home Affairs sector, and at the same time improve the accessibility and use of people and businesses for information, online public services, digital platforms and information systems in the Home Affairs sector in the digital environment.
Ensure 100% of cadres, civil servants, and public employees in the Home Affairs sector proficiently use digital platforms, information systems, and common applications in processing and resolving administrative procedures, and performing professional nghiệp vụ in the digital environment.
Ensure conditions for 100% of people and businesses to be able to access and conveniently use full online public services in the field of Home Affairs, including information lookup, application submission, progress monitoring and receipt of administrative procedure settlement results in the digital environment.
Promote identification, electronic authentication and digitization of dossiers of cadres, civil servants, public employees and policy target groups under management. Strive for 100% of cadres, civil servants, public employees to be unified electronic identification; at least 70% of information and management dossiers of cadres, civil servants, public employees to be digitized, standardized and centrally stored in databases in the field of Home Affairs.
