On the afternoon of May 19, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh worked with the Ministry of Home Affairs on reviewing and drafting a Decree on decentralization and delegation of power.
Reporting at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs decentralizes and completely delegates authority to local authorities in all areas of State management of the Ministry.
The Ministry of Home Affairs has reviewed specialized laws, decrees, decrees, resolutions, and decisions of the Prime Minister, and circulars under the State management of the Ministry to develop 2 draft Decrees.
Accordingly, the draft Decree on the division of State management authority in the field of internal affairs according to the model of 2-level local governance and the draft Decree on decentralization and delegation of authority to perform a number of State management tasks in the field of internal affairs.
According to the Minister of Home Affairs, through the review, there are 206 proposed tasks and authorities to determine the authority of local authorities at 2 levels and implement decentralization and delegation of authority in the field of internal affairs.
Of which, 161/206 tasks and authorities proposed to implement the division of authority; 45/206 tasks and authorities proposed to implement decentralization and delegation of authority.

Regarding the competence, there are 161 contents, tasks and competence related to the district -level People's Committees, of which the total tasks and competence transferred from the district level to the commune level is 129, the total tasks and competence moves from the district to the provincial level is 32.
Based on the principles of decentralization, delegation of authority, and delegation of authority, the Ministry of Home Affairs has drafted 2 Decrees, ensuring clear subjects, clear content, scope, tasks, powers, procedures for implementation.
Accordingly, the Decree on the determination of authority has transferred 161 tasks and authority to be adjusted from the District People's Committee/Chairman of the District People's Committee to the Commune People's Committee/Chairman of the Commune People's Committee.
The Decree on decentralization and delegation of authority has adjusted the authority, decentralization and delegation of 45 tasks and powers from the Government to the Prime Minister; the Government, Prime Minister to the Minister; the Government, Prime Minister, Minister to local governments.
Basically, the tasks and powers have been carefully reviewed, comprehensive, interconnected, complete and clear with subjects, clear procedures and order for determining authority when implementing the 2-level local government model.
Minister of Home Affairs Pham Thi Thanh Tra added that the Ministry is currently prioritizing and focusing on submitting to the Government to issue 2 Decrees on determining the authority, tasks and powers for local authorities at 2 levels and decentralizing and delegating authority to ensure progress according to direction.
At the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh said that he basically agreed with the content of the drafts.
According to statistics, there are about 20 decrees that need to be issued and according to the roadmap, these decrees must be issued immediately after the end of the 9th Session to operate the new government apparatus on July 1.
"To ensure work progress, the Politburo requires that the draft decrees must be completed by June 1" - the Permanent Deputy Prime Minister emphasized.
Deputy Prime Minister Nguyen Hoa Binh also welcomed the Ministry of Home Affairs for its careful preparation of two draft Decrees in the field of the industry.
