Tight credit assessment for real estate projects with signs of price inflation, price increase

The bank is responsible for carefully evaluating when granting credit to real estate projects with high product prices, signs of "inflating prices" and "pushing prices".

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 190/CD-TTg dated October 7, 2025 on drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

In the telegram, the Prime Minister requested the Minister of Finance to urgently report to the Prime Minister before October 15, 2025 on the real estate tax policy according to the direction of Deputy Prime Minister Ho Duc Phoc in document No. 3642/VPCP-KTTH dated August 14, 2025.

Coordinate with the Ministry of Construction and relevant ministries to research and implement digital transformation to connect procedures from real estate transactions, notarization, tax and land transaction registration in the electronic environment.

The Minister of Agriculture and Environment is assigned to complete legal documents related to the land sector, especially planning, land use plans, land allocation, land lease, land price determination, etc. to remove difficulties and obstacles related to land prices and submit them to competent authorities for promulgation in October 2025.

In particular, strengthening the role of the state in controlling land prices and regulating land use fee collection to ensure compliance with land law, in accordance with reality, especially people's income.

Urgently complete the national land database, connect and synchronize with the population database and related specialized databases to contribute to improving the efficiency of providing online public services and state management of land.

The Ministry of National Defense and the Ministry of Public Security proactively coordinate with localities to deploy investment in housing construction for the people's armed forces, ensuring the completion of the target assigned by the Prime Minister to complete housing for the people's armed forces by 2030.

The Prime Minister requested the Governor of the State Bank of Vietnam to proactively operate a flexible and effective monetary policy, control, inspect and audit credit lines in priority areas.

This includes credit for investors and home buyers in projects: social housing, workers' housing, renovation and reconstruction of apartment buildings, commercial housing at prices suitable for people's access...

Research and have solutions to strictly manage, appraise and carefully evaluate when granting credit to real estate projects with high product prices or signs of "price inflation" or "push-up".

There is a plan to regularly and seriously monitor and inspect credit institutions that lend with assets guaranteed as real estate that need to be assessed objectively, reasonably, and comply with regulations to ensure credit efficiency and safety.

Continue to coordinate with relevant ministries and branches to amend conditions and loan procedures to be more favorable and resolutely promote the disbursement of the VND120,000 billion credit program for loans to social housing, workers' housing, and housing for the armed forces.

Promote the effective implementation of credit packages to support social housing policies, preferential lending programs for young people under 35 years old to buy first-time commercial housing, social housing with appropriate interest rates and terms, ensuring disbursement on schedule and to the right beneficiaries.
