Authorized by the Minister of Home Affairs, Deputy Minister of Home Affairs Vu Chien Thang signed Document No. 1811 to the Ministry of Education and Training regarding the Project to transfer universities to the Ministry of Education and Training.
The Ministry of Home Affairs said the base of the policy of developing a higher education institution network in conclusion No. 91; Resolution No. 57, requesting administration of public non -business units in Resolution No. 19 and the Prime Minister's guidance on the transfer of universities to the Ministry of Education and Training at Pen Cuong on April 23, 2025, the Ministry of Home Affairs has the following:
First of all, the Ministry of Education and Training is requested to report to the Government and the Prime Minister to abandon the task of developing "The Scheme on the transfer of multidisciplinary and multi -sector education institutions to the Ministry of Education and Training" in Appendix II, enclosed with the Government's action program to implement Resolution No. 57 of the Politburo issued together with the Government's Resolution No. 03/2025.
Accordingly, the Ministry of Home Affairs proposes not to transfer universities serving the State management tasks of ministries, branches, localities and key, specialized universities of sectors and fields to the Ministry of Education and Training.
At the same time, it is recommended that the Ministry of Education and Training focus on perfecting institutions, mechanisms, and policies in accordance with the policy of promoting autonomy for higher education institutions, overcoming difficulties and problems in the organization and operation of higher education institutions.
Create conditions for higher education institutions to innovate, improve the quality of education and training, ensure high-quality human resources to meet the requirements of socio-economic development.
Along with that, coordinating and guiding (according to the authority) for ministries, branches and localities in arranging and investing in the development of higher education institutions under the management scope, in the focus and focus, improving the quality of training in specialized and specific specialized majors of the Ministry under Resolution No. 27, Resolution No. 46 and in accordance with the planning in Decision No. 452, the education institution in the period of 2021 2050.
The Ministry of Education and Training also directs higher education institutions under its management to review and develop a Project on autonomy in performing tasks, organizing the apparatus, personnel and finance according to the provisions of Clause 1, Article 25 of Decree No. 120 regulating the establishment, reorganization, dissolvement of public service units, and submitting to competent authorities for approval.
In particular, identifying the autonomy and guarantee roadmap for the end of 2025, higher education institutions must ensure their own recurrent expenditures; In order to follow the orientation of arranging and streamlining the organizational structure and public non -business unit in Document No. 141 of the Steering Committee on the review of the implementation of Resolution No. 18 on the planning orientation plan of the Government's apparatus, and notice No. 114 of the Steering Committee for renovation of the organizational structure of the Ministry, ministerial -level agencies and agencies under the Government.
On that basis, the Ministry of Home Affairs requests the Ministry of Education and Training to study, synthesize, and report to competent authorities for consideration and decision.
