According to a survey conducted by Lao Dong on January 8, Dien Bien province recently proposed that the Government consider regulating a special mechanism for recruiting civil servants and public employees who are ethnic minorities to work in ethnic minority and mountainous areas; and develop a coordination and synchronization mechanism in the recruitment, training, fostering, planning, rotation, and appointment of ethnic minority cadres, civil servants, and public employees.
Responding to this proposal, the Ministry of Home Affairs said that, implementing Resolution No. 613/2018/UBTVQH dated December 13, 2018 of the National Assembly Standing Committee on adjusting the 2019 Law and Ordinance development program, the Government has submitted to the National Assembly for approval the Law amending and supplementing a number of articles of the Law on Cadres, Civil Servants and the Law on Public Employees in 2019;
In particular, the requirements in Conclusion No. 65-KL/TW on having a special policy for recruiting civil servants for ethnic minorities with very few people and ethnic minorities in areas with especially difficult socio-economic conditions (who are students graduating from the selection system) have been promptly institutionalized.
The Government issues Decrees to specify preferential policies in recruitment for ethnic minorities and create favorable conditions for localities to recruit ethnic minorities to meet the ratio prescribed in Decision No. 402/QD-TTg.
Firstly, supplement the regulation that the competent authority recruiting civil servants reserves quotas for recruiting graduates of the selection system and implements it through the selection process.
Second, the regulation allows the competent authority to recruit civil servants and public employees in the annual recruitment plan to determine job positions, staffing quotas and ethnic structure to be recruited... to recruit ethnic minorities (ethnic minorities do not have to compete with other groups in the same recruitment exam).
Third, for ethnic minorities studying under the recruitment system as prescribed by law, after graduating and working in the locality where they were sent to study, they will be accepted into civil service (without taking an exam).
Regarding the training and fostering of civil servants, the Government has also issued Decree No. 101/2017/ND-CP and Decree No. 89/2021/ND-CP.
At the same time, the Government and the Prime Minister regularly direct ministries, branches and localities on training and fostering civil servants in general, including civil servants and ethnic minorities.
According to decentralization, ministries, branches and localities are responsible for issuing plans for training and fostering civil servants and public employees, focusing on training and fostering orientation according to job positions and planning for leadership and management positions;...
Preferential policies and regimes, training and development support for ethnic minority civil servants and public employees are implemented according to current regulations of the Government, ministries and central branches.
In addition, on December 31, 2022, the Prime Minister issued Decision No. 2282/QD-TTg approving the Program "Enhancing equal participation of women in leadership and management positions at policy-making levels for the period 2021 - 2030".
At the same time, the Ministry of Home Affairs has Document No. 1592/TTr-BNV dated March 23, 2024 on approving the Project to increase the proportion of ethnic minority civil servants and public employees in state agencies in the current period, contributing to ensuring unity and synchronization with the tasks assigned by the Government and the Prime Minister.
