According to Guidance No. 12/CV-BCĐ of the Steering Committee for arranging administrative units at all levels and building a 2-level local government organization model of the Government, from May 31, 2026, non-specialized commune-level officials will cease their activities.
Currently, the whole country still has nearly 60,000 people in this category after the 2-level local government arrangement process.
Implementing this requirement, localities are prioritizing the selection of non-specialized commune-level personnel with capacity, professional qualifications and immediately meeting task requirements.
In the context that many non-specialized commune-level officials are facing the time to terminate their activities, the conditions for being admitted to civil service are receiving great attention.
According to the provisions of point b, clause 3, Article 13 of Decree 170/2025/ND-CP, non-specialized personnel admitted to civil service must have worked for 5 years or more in accordance with the law and have paid compulsory social insurance.
The Ministry of Home Affairs said that in case the social insurance contribution period is not continuous but social insurance has not been received once, the working time can be accumulated. The recipient must also do a job with professional and nghiệp vụ requirements suitable to the expected job position to be received.
For cases of being accepted to the position of specialist rank, employees must have a university degree of 5 years or more, and at the same time have a suitable working time and participate in compulsory social insurance to serve as a basis for determining eligibility according to regulations.

Reader Nguyen Phuoc believes that the regulation requiring jobs suitable for expertise is a barrier for many non-specialized officials. According to this opinion, most non-specialized officials currently work in union positions and Party Committee offices, so it is very difficult to fully meet the conditions when considering receiving civil servants.
Meanwhile, reader Nhu Quynh commented that the current non-specialized team has many young people, with qualifications and practical experience but not enough 5 years of work experience. If conditions are not created for reception, the locality may miss the human resources that are familiar with the job, instead of recruiting new ones and retraining them from the beginning.
Sharing the same view, reader Nguyen An proposed reducing the condition from 5 years to 3 years of work. According to feedback, many cases are only a few months short of meeting the conditions, so they are not considered for admission, causing regret for both employees and employers.
Reader Trong Nguyen also believes that there are many cases where people have only worked for 3-4 years but have capacity, work effectively, and are even more suitable for job requirements.
Regarding this content, at a recent meeting with voters of the National Assembly Delegation of unit No. 13, the Ho Chi Minh City National Assembly Delegation, Member of the Party Central Committee, Minister of Home Affairs Do Thanh Binh said that localities have proactively considered and resolved regimes and arranged jobs for some cases of non-specialized commune-level officials.
According to the Minister, the Ministry of Home Affairs has requested localities to continue to review and comprehensively assess the current non-specialized staff to develop appropriate arrangement plans. Qualified people will be arranged and admitted to civil servants and public employees according to local staffing targets; cases that do not meet the conditions will be considered for settlement of benefits.
