This is one of the new points of the draft Law on Belief and Religion (amended) being consulted with the people by the Ministry of Ethnic Minorities and Religions.
Accordingly, the draft Law on Belief and Religion (amended) supplements regulations on religious and belief activities in cyberspace as organizations and individuals according to the provisions of religious and belief law carrying out religious and belief activities in an environment formed by a network system connecting information technology infrastructure including telecommunications networks, the Internet, computer networks, information systems, information processing and control systems, and databases.
Specific contents such as principles and responsibilities of agencies, organizations, and individuals when carrying out religious and belief activities in cyberspace are also proposed by the draft Law to stipulate such as: Representatives, management boards of religious establishments and other organizations and individuals specified in Clause 2, Article 14 of this Law are allowed to carry out religious activities in cyberspace; dignitaries, officials, monks, religious organizations, affiliated religious organizations, organizations granted certificates of registration of religious activities, and centralized religious activities groups are allowed to carry out religious activities in cyberspace.
Organizations and individuals when carrying out religious and belief activities in cyberspace must comply with the regulations not to violate prohibited acts specified in Article 6 of this Law; ensure the preservation and promotion of cultural values and good traditions of the nation.
At the same time, there should be clear identification content to distinguish between the content of religious activities of religious establishments, religious activities of religious organizations, affiliated religious organizations, organizations granted certificates of registration of religious activities, concentrated religious activities groups with other contents; legal regulations on network information security and safety.
Organizations and individuals when conducting religious and belief activities in cyberspace are responsible for notifying, registering, and proposing religious and belief activities to competent state agencies in accordance with the provisions of the law on religious and belief; notifying competent state agencies of addresses and information channels for conducting religious and belief activities in cyberspace; complying with the law on religious and belief and related laws;
Be responsible for the content and information provided in cyberspace; store information and records of religious and belief activities and provide information and records when requested by competent state agencies; manage and supervise the operation of religious and belief information channels in cyberspace under management responsibility;
Have technical solutions to control and eliminate illegal content when performing religious and belief activities in cyberspace.
Organizations and individuals must carry out the prevention and removal of violating content no later than 24 hours from the time of request from a competent state agency.
In case it is not implemented as required, competent state agencies shall deploy technical measures to prevent contents violating the law on beliefs and religions and implement handling measures according to the provisions of law.
Telecommunications enterprises are responsible for preventing content that violates beliefs and religions at the request of competent state agencies.
