On September 19, the Ministry of Home Affairs announced that it had just issued Document No. 8150/BNV-TCBC to the People's Committees of provinces and cities on the arrangement of public service units (P ones).
The document proposes to urgently review and develop a plan to arrange public military personnel within the scope of management, ensuring compliance with the direction of the Steering Committee in Official Dispatch No. 59-CV/BCD, send it to the Standing Committee of the Government Party Committee for consideration, decision and send it to the Ministry of Home Affairs for synthesis before September 25, 2025.
Regarding the arrangement of public administrative units, each province and city must not exceed 3 Project Management Boards under the Provincial People's Committee; based on practical requirements of the locality, it is possible to establish Inter-commune and ward project management boards; Commune-level project management boards if necessary.
The Project Management Boards operate under a financial autonomy mechanism, ensuring operating costs themselves.
Arrange and streamline focal points within state budget units under provincial People's Committees and public state budget units under departments and other administrative organizations under provincial People's Committees; restructure or dissolve ineffective units.
Research on organizing a public service commune-level to provide basic and essential public services to local people (cultural, sports, information, communication, environment, agriculture, etc.).
Regarding the arrangement of educational and training institutions: Propose to arrange and adjust high schools, junior high schools, primary schools, inter-level schools, and public kindergartens if necessary.
Merge vocational education centers and continuing education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training to provide public career services in inter-ward and commune areas.
Maximum for each province and centrally run city is no more than 3 vocational schools (excluding schools that self-insure regular expenses or more).
Regarding the arrangement of medical facilities, localities need to focus on perfecting the preventive health system.
Each province and city has at least 1 hospital that meets the specialized level; there is a geriatric hospital or a general hospital with a geriatrics department.
Establish commune, ward, special area health stations under the People's Committee at the commune level and medical examination points on the basis of previous commune-level health stations to meet the needs of disease prevention, primary health care, and basic medical examination and treatment for local people.
Transfer the previous district-level medical center and general hospital to the Department of Health to organize care, medical examination and treatment in the inter-ward and commune areas.
Complete the roadmap for calculating public service prices (including salary costs, direct costs, management and depreciation costs of fixed assets, other costs according to the provisions of the law on prices) according to the provisions of the law on the financial autonomy mechanism of public service units.
Thereby, it will be the basis for placing orders or bidding for public service provision, implementing financial autonomy of public service units, and reducing civil servants receiving salaries from the state budget.
Proactively develop plans and policies to encourage socialization, create support conditions for non-public units and investors to participate and provide basic and essential public service (such as: education, health, culture, sports, information, communication, environment, agriculture...) to ensure compliance with socio-economic development conditions in the area.
