The 32nd session of the 16th City People's Council, term 2021 - 2026, is expected to take place for 3 days (8, 9, 10.12), opening on the morning of December 8 at the City Conference - Exhibition Center.
The 32nd session will consider approving resolutions, including: City socio-economic development plan for 2026; city socio-economic development plan for the period 2026 - 2030; city public investment plan for 2026; stipulating principles, criteria and norms for allocating regular budget expenditure estimates in 2026.
The City People's Council reviews the resolution on staffing, number of employees, labor contracts in agencies and units under Hai Phong city in 2026; stipulates the funding level to support the activities of the People's Inspectorate at the commune level in Hai Phong city; stipulates policies to support health rehabilitation nursing care for people with revolutionary contributions and relatives of martyrs in the city.
Delegates will also consider and vote to pass a resolution on the development of Hai Phong city's youth until 2030; policies to attract and promote talent and high-quality human resources in Hai Phong city until 2030, with a vision to 2050; stipulate mechanisms and policies to encourage the development of concentrated agricultural commodity production in the city in the period of 2026-2030; stipulate investment levels and investment support in forestry in Hai Phong city.
Also at this session, the City People's Council reviewed the list of projects and works requiring land acquisition in the city in 2026; the list of land plots for implementing commercial housing pilot projects through agreements on receiving land use rights or having land use rights; the land price list for the first time to be announced and applied from January 1, 2026 in the city; the list of land plots for auction of investment projects using land in the city in the period of 2025-2026 (supplemented for the second time).
Delegates will consider the Southern Coastal Economic Zone Master Plan Project to 2050; the general planning task of Hai Phong city to 2050, with a vision to 2075; the resolution to name streets, streets, and public works in the city in 2025.
The session also conducted the content of questions, reviewed and answered questions, and implemented a number of other important contents according to the law.
