The National Assembly's Committee for Culture and Society has worked with the Ministry of Culture, Sports and Tourism on the Draft Law amending and supplementing a number of articles of the Publishing Law.
According to the drafting agency, the amendment and supplementation of the Law aims to fully and promptly institutionalize the Party's guidelines and policies on publishing, culture, digital transformation, international integration and private economic development.
At the same time, overcome limitations and inadequacies, remove bottlenecks in mechanisms and policies, complete the legal corridor, and create new impetus for the development of publishing, printing and distribution activities, especially in the digital environment.
In addition, promote administrative procedure reform, reduce business conditions, reduce compliance costs and strengthen decentralization and delegation of power associated with accountability and power control.
Contributing opinions on this draft Law, some National Assembly deputies said that it is necessary to supplement regulations on copyright protection in the digital environment associated with the development of artificial intelligence.
Delegate of the National Assembly in charge of the Culture and Social Affairs Committee Do Chi Nghia said that the draft Law needs to closely follow the development practices of the publishing industry and the content economy; remove bottlenecks related to intellectual property, regulations on publishing linkage activities and promote the role of the distribution system.
In the current context, publishing needs to be seen as a complete ecosystem, where many stakeholders participate together to create resources for the industry to break through.
