On the afternoon of April 28, the 28th Session (special session) of the 18th Nghe An Provincial People's Council completed the entire content of the proposed program, passing 14 important resolutions on socio-economics, with high consensus and unity.
In particular, the Resolution on giving opinions on the policy of arranging commune-level administrative units in Nghe An province in 2025 was approved by the Provincial People's Council delegates with a high consensus ratio.
In his closing speech, Mr. Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial People's Committee to urgently complete the dossier on the arrangement of commune-level administrative units to submit to the Ministry of Home Affairs for appraisal; proactively plan to organize a new apparatus, reasonably arrange working headquarters, facilities, and finances; implement regimes and policies for affected cadres, civil servants, and public employees.
Along with that, the Provincial People's Committee is required to direct the implementation of the passed resolutions, ensuring practical effectiveness; carefully prepare the content for the Regular Session in mid-2025, in the context of Nghe An province setting an economic growth target of 10.5%.
On the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day, the People's Council of Nghe An province expressed its deep gratitude to the Vietnamese Heroic Mothers, Heroic Martyrs, War Invalids, and Sick Soldiers - those who have devoted and sacrificed for the cause of national liberation.
The list of 14 resolutions passed at the session includes:
Arrangement of commune-level administrative units in 2025;
Amending and supplementing the price list of land types in the period of 2020-2024;
Adjusting the public investment plan for 2025;
Level of support for the development of cooperatives, cooperatives, and cooperative unions;
Converting forest use to other purposes;
Authority to liquidate planted forests under the management of the province;
List of projects requiring land acquisition;
List of projects to change the purpose of using rice fields and production forests;
Principles and norms for supporting the protection of rice-growing land;
Policy to support additional voluntary social insurance contribution levels (2025-2030);
List and capital expected to be invested in developing infrastructure in the Western region;
Allocation of funding for the National Target Program on New Rural Development in 2025;
Adjust and allocate funding for the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2022-2024;
Allocate regular expenditure funds for the National Target Program on Sustainable Poverty Reduction in 2025.
