Encourage, support and orient the development of the private economic sector, becoming "the most important driving force" in the spirit of Resolution 68-NQ/TW of the Politburo. Effectively carry out Party building work, build a clean, strong, streamlined political system that operates effectively and efficiently.
Head of the Central Organizing Committee Le Minh Hung emphasized that in the model of local government at two levels, communes and wards play the role of direct administrative level, closest to the people, strongly decentralized and delegated power, basically solving the contents under the authority of the previous district and county level.
Therefore, Hoa Lu ward needs to promote administrative reform, digital transformation, strongly innovate leadership, direction and operation methods with a new mindset of "management - creation - companionship" "innovation and adaptation", taking work efficiency and people's satisfaction as a measure, creating the most favorable environment for creativity, investment and development, better serving people and businesses.

100% of delegates present unanimously approved the draft Resolution of the 1st Hoa Lu Ward Party Congress, term 2025 - 2030.
The Hoa Lu Ward Party Committee Executive Committee for the 2025-2030 term consists of 29 people; the Standing Committee of the Ward Party Committee consists of 11 people. Mr. Bui Thanh Dong was appointed to hold the position of Secretary of the Hoa Lu Ward Party Committee for the 2025 - 2030 term.
Hoa Lu ward was established and put into operation from July 1, 2025, on the basis of merging the entire natural area and population of 11 wards and communes of the old Hoa Lu city. After establishment, Hoa Lu ward has a natural area of 53.72km2 and a population of over 148,000 people.
This is a large-scale commune-level administrative unit, with the position of the political - administrative, tourism and service center of Ninh Binh province. The Hoa Lu Ward Party Committee has 285 affiliated party organizations and over 12,000 party members.
