Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 120/CD-TTg dated July 23, 2025 on focusing on overcoming the consequences of storm No. 3 and floods.
The dispatch clearly stated: Storm No. 3 (international name Wipha) made landfall directly on our mainland with strong winds of level 9-10, gusting to level 11-12, causing heavy rain, rising sea levels, and flooding in many coastal areas.
In Nghe An province, a particularly large flood occurred in the upstream of the Ca River (the flow to Ban Ve Lake exceeded the flood flow checked), causing serious flooding over a wide area in many residential areas along the river.
In some places, dike incidents, dams, flash floods, and landslides have occurred, affecting people's lives and production and business activities.
To quickly overcome the consequences of storm No. 3 and floods, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities (affected by the recent storms and floods) to focus on implementing necessary measures to reduce damage, restore agricultural production, promptly drain water, prevent flooding to protect newly planted rice fields, crops and crops with high economic value.
Direct the urgent review, counting, and accurate and accurate statistics of damage caused by storms, floods, timely use of local budget reserves and resources to proactively implement support policies for affected subjects, especially poor households, disadvantaged households, policy families, and vulnerable subjects, to prevent loss, waste, corruption, and negativity.
In case the local budget does not have enough resources to support, the provincial People's Committee will send a document to the Ministry of Finance for synthesis and handling according to regulations.
Synthesize the assessment report on the situation of storms and floods in the area, leadership, direction, response results of localities, advantages, difficulties, obstacles, shortcomings, limitations, lessons learned and proposed solutions to overcome them, report to the Prime Minister on July 24.
The Prime Minister requested the Ministers of the Ministries of National Defense and Public Security to direct military and police forces to prepare forces, vehicles, and materials to support localities in overcoming the consequences of storms and floods when requested by localities.
The Minister of Agriculture and Environment directs the synchronous implementation of measures to overcome the consequences and restore agricultural production in localities. Direct the review and timely repair of damaged irrigation works and dykes to proactively respond to the next floods.
The Minister of Industry and Trade directs localities and hydropower dam owners to review and develop response plans to proactively ensure the safety of hydropower reservoirs, especially when there are situations of heavy floods exceeding the design level, not to be passive or surprised, and directs the Vietnam Electricity Group to ensure the safety of the power grid nationwide.
The Minister of Construction directs the work of ensuring traffic safety, promptly handling landslides on traffic routes, ensuring smooth traffic, especially on main traffic routes.
The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly handle according to its authority or report to competent authorities to handle proposals to support overcoming the consequences of storms and floods in localities in accordance with regulations.
