The new development model must put people at the center
On the afternoon of June 4, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Central Policy and Strategy Committee and relevant agencies on the Project to innovate the country's development model based on science, technology, innovation and digital transformation to submit to the Politburo for comments, as a basis for reporting to the 14th Party Central Committee to issue a Resolution.
Also attending were Politburo members: Standing Secretary of the Secretariat Tran Cam Tu; Prime Minister Le Minh Hung; Politburo members, Politburo members, Central Committee members; leaders of departments, ministries, branches, central and local agencies.
At the working session, leaders of the Central Policy and Strategy Committee briefly reported on the progress and results of the project implementation.
After listening to the exchanges, discussions, and concluding speeches at the working session, General Secretary and President To Lam emphasized that the vision of the Resolution must be aimed at national endurance capacity.
Regarding the guiding viewpoint, the General Secretary and President clearly stated that the new development model must put people at the center, as the goal, driving force and subject of development. All development policies must aim to improve the material and spiritual life, creative capacity, dignity, development opportunities and the right to enjoy justice of the people.
The general goal is to build a new development model to create a fundamental shift in growth quality, labor productivity, innovation capacity, national competitiveness, economic autonomy capacity and people's quality of life; bring the country to develop rapidly, sustainably, inclusively, a progressive, civilized society, environmentally friendly, highly resilient to external shocks; maintain political stability, macroeconomic stability, national defense and security and national sovereignty.
Considering science and technology, innovation, digital transformation and data as a foundational infrastructure
Regarding breakthrough contents in the new development model, the General Secretary and President clearly stated: Considering science and technology, innovation, digital transformation and data as the foundational infrastructure of the new development stage.
Organize a synchronous innovation ecosystem, connecting infrastructure - finance - data - standards - market, with the core participation of businesses, research institutes, and universities.
In the content of the resolution on the new development model, the General Secretary and President emphasized the need to comprehensively manage all aspects of the development strategy, national progress as well as social civilization and human security.
The country's strategic autonomy capacity, mastering key stages, capacity to ensure economic security, energy security, food security, data security, financial security and supply chain security.
Comprehensively develop Vietnamese people, build high-quality human resources, liberate creative capacity, nurture the spirit of liberation, discipline, responsibility and aspiration to contribute.
The new development model must nurture national identity, social ethics, community spirit, aspiration to rise up, self-reliance and civilized integration capacity of the Vietnamese people; must solve challenges related to climate change, sea level rise, biodiversity decline, air pollution, soil degradation, groundwater depletion and natural disaster risks.
Restructuring the national development space in the direction of forming growth driving zones. Building a modern, incorruptible, effective, and efficient national governance based on the rule of law, reasonable decentralization, accountability and result measurement; social governance on a digital platform, data and AI; building a digital society and digital equity.
Continue to improve population quality, ensure a replacement fertility rate; both focus on training young human resources and design a long-lived society, the elderly must continue to live healthy, work, study, contribute, and be cared for. Build a multi-layered, flexible social security system that covers the entire population.
The General Secretary and President clearly pointed out that the resolution needs to affirm Vietnam's core development ideology in the new era, which is to build the nation's creative autonomy capacity and self-adaptability.
The resolution on the new development model of the country must show long-term vision, breakthrough thinking, national aspirations and strong action will. This must be a resolution that paves the way, creates a framework for Vietnam to enter a new era of development with a confident, brave, creative and responsible mindset.
The highest spirit is to develop the country quickly, sustainably, more autonomously, and humanely; strongly promote the intelligence, bravery, culture and creativity of the Vietnamese people; build a strong, prosperous, democratic, fair, civilized, and happy Vietnam.
