Huu Nghi - Chi Lang output reaches 85.3% of the plan for the route
After inspecting the Huu Nghi - Chi Lang project sections, the working group listened to the project's business representative (DNDA) report on the construction progress. Over the entire 29.2 km length of the route, contractors mobilized 2,754 personnel, 1,241 equipment and deployed 147 construction teams on 4 packages. The implementation value to date has reached about VND 3,900/4,572 billion, equivalent to 85.3% of the output according to the route clearance plan.
However, the project implementation progress still faces many challenges due to land clearance problems, lack of dumping locations, material fluctuations and unfavorable weather.


DNDA said that the material prices at many mines are currently higher than the prices announced by the Department of Construction, affecting the gathering and implementation of construction on the entire route. In addition, the weather in the Northeast region this year has been unusual, the rainy season lasts from May to November with a frequency of 15 - 20 rainy days per month, causing land to have a high lightning content, causing great difficulties for excavation and filling construction.
Reporting to the working group on the route opening plan, DNDA said that the project will open a route of 50 km (of which the main route of Huu Nghi - Chi Lang border gate is open for 37 km; the branch route turns Tan Thanh border gate, Coc Nam border gate is open for 13 km).
To ensure the goal of opening the route before December 19 according to the direction of the Government and the Ministry of Construction, the enterprise recommends that the People's Committee of Lang Son province strongly direct localities and relevant departments and branches to focus on completing all site clearance work and relocating the remaining technical infrastructure before December 10, 2025; handing over all dumping sites on time to serve the construction organization.
In addition, Lang Son province quickly removed difficulties in land use planning, supplemented site clearance funding from the budget to pay to the people, and completed related procedures in December 2025.
Along with that, the DNDA proposed to speed up the completion of concentrated resettlement areas and procedures for changing land use purposes at on-site resettlement points, ensuring that 6/6 communes soon hand over clean land. The unit also proposed that the Land Valuation Council and specialized agencies of the province consider adjusting land prices to ensure the balance of budget capital participating in the project at 70% according to the approved policy.

Commending the efforts of workers and engineers at the Huu Nghi - Chi Lang project, Mr. Nguyen Quang Giang - Deputy Director of the Department of Roads, noted that construction units continue to increase construction to increase output, while focusing on ensuring labor safety and construction quality.
More than 3,000 workers and 1,400 machines and equipment day and night at the Dong Dang - Tra Linh construction site
Continuing to move to the Dong Dang - Tra Linh project, the working group recorded positive changes at the project site before the opening date of phase 1. The continuous suffering of storms and floods has greatly affected construction activities, causing a loss of nearly 100 billion VND to investors and contractors. The actual construction time in 2025 from the site handover milestone on March 30, 2025 is only about 3 months.

Although the project was greatly affected by prolonged natural disasters, floods, complex geological terrain and land clearance problems, with the direction of the Ministry of Construction, the People's Committee of Cao Bang province and the support of the government, local people, enterprises and contractors have implemented many solutions to maintain progress.
The construction units have organized work in "3 shifts and 4 teams", opened new and reinforced service roads for travel during the rainy season, added temporary bridges and drainage items, advanced site clearance funds for the locality to soon have the site, and mobilized nearly double the number of human resources and equipment compared to the original requirements to be ready to accelerate when conditions allow.
DNDA said that the construction volume after the flood period has been increased to compensate for the progress. The entire construction site is currently mobilizing more than 3,000 human resources and more than 1,400 machines and equipment, deployed simultaneously at many construction sites. Up to now, the output value has reached VND 5,817/6,828 billion, equivalent to more than 85% of the plan to open the route in phase 1.
Despite a series of challenges, the project basically ensures that before December 19, the entire roadbed and road surface on the main route of 85/90, (except for some locations affected by floods and additional bridges) will be cleared.
