Prioritizing the implementation of the regime for people with workers to celebrate the 50th anniversary of the Liberation of the South
The content is as follows:
(1) Strengthen propaganda to promote the tradition of patriotism and the spirit of "Remembering the source of drinking water" among all classes of people, especially among the young generation, making people deeply aware and appreciate the great contributions of heroes - martyrs and those who have contributed to the country, to the cause of national liberation and national reunification.
(2) Continue to review policy beneficiaries in the area who are still in difficulty and need support, especially families of beneficiaries living in areas affected by natural disasters, floods, etc.
(3) Fully and promptly implement all policies for people with revolutionary contributions and martyrs' relatives. Prioritize and soon arrange funds in the assigned state budget estimates to ensure timely implementation of preferential policies and practical solutions to mobilize social resources to care for people with revolutionary contributions.
(4) Identify and replicate typical and advanced collectives and individuals in the work of war invalids, martyrs and meritorious people; thereby promoting the movements "Retribution of gratitude", "All people care for people with meritorious services to the country" to develop widely,...
(5) Pay attention to the restoration and embellishment of works commemorating martyrs (martial cemeteries, martyrs' monuments, martyrs' shrines, stele houses bearing martyrs' names); organize incense offerings and light candles to pay tribute to heroic martyrs at historical sites, listed works and martyrs' cemeteries in a series of activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification in the locality.
The Ministry of Home Affairs respectfully requests the Chairmen of the People's Committees of provinces and cities to pay attention and strengthen coordination to make the work of caring for people with revolutionary contributions increasingly better.
Preferential regime for meritorious people according to current regulations
According to Article 5 of Ordinance 02/2020/UBTVQH14, preferential treatment for people with revolutionary contributions and relatives of people with revolutionary contributions includes:
- Monthly allowance, monthly allowance, one-time allowance;
- Other incentives include:
(i) Health insurance;
(ii) Health rehabilitation care;
(iii) Providing auxiliary equipment, rehabilitation tools, necessary rehabilitation equipment and means as prescribed by a rehabilitation and rehabilitation facility under the labor - war invalids and social affairs sector or a provincial hospital or higher;
(iv) Priority in enrollment and job creation;
(v) Support for studying to university level at educational institutions in the national education system;
(vi) Support for housing improvement based on the merits and circumstances of each person or when there are housing difficulties;
(vii) Exemption or reduction of land use fees when the State allocates residential land, converts land use purpose to residential land, recognizes residential land use rights, when buying a house owned by the State;
(viii) Priority in allocating or leasing land, water surface, and sea surface; priority in allocating forest protection and development contracts;
(ix) Borrow preferential capital for production and business;
(x) Exemption or reduction of tax according to the provisions of law.
