Truong Ha commune, where President Ho Chi Minh returned to his homeland in 2021, is a particularly difficult border commune. Although it has been invested in renovating and upgrading in the past, the school system at this "red address" has not yet met the requirements of teaching and learning.

Ms. Dam Thi Trung Thu - Deputy Director of the Department of Education & Training of Cao Bang province, said that the facilities of Soc Ha Kindergarten are currently seriously degraded, lacking classrooms, functional rooms, and playgrounds, directly affecting the care, nurturing, and education of children in the locality. The whole school is taking care of about 160 children, expected to increase to 200 children in the coming school year, with a team of 18 staff and teachers teaching regularly. "Therefore, the locality urgently needs to invest in building a new, spacious, standard kindergarten to meet the needs of learning, caring for and raising children," said Ms. Dam Thi Trung Thu.
The new Soc Ha Kindergarten project is located on a 7,520 m2 land plot with 8 main classrooms and 2 professional classrooms. In addition, the school will build a new headquarters, a collective kitchen, an outdoor playground and other functional rooms according to national standards. The project is supported by the Ministry of Public Security with a budget of 20 billion VND, and Deo Ca Group is the implementing unit. The project is expected to be completed and inaugurated on the occasion of the 85th anniversary of Uncle Ho's return to the Fatherland for revolutionary leadership (January 28,41 - January 28, 2026) and the 65th anniversary of Uncle Ho's return to Cao Bang (February 21,61 - February 21, 2026).
Speaking at the groundbreaking ceremony, Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security, emphasized that investing in building Soc Ha Kindergarten is a timely policy, with profound humanity and a strategic vision for hundreds of years, creating momentum to build a series of modern schools for future generations of students. "This is not only an educational project, but also a symbol of the affection between the army and people, of the People's Public Security Forces for the children of ethnic groups in Cao Bang province".

Also at the program, Mr. Le Hai Hoa - Chairman of the People's Committee of Cao Bang province, affirmed that with the attention of the Central Government, the support of the Ministry of Public Security, the sharing of businesses and the will of the people of all ethnic groups, the Soc Ha Kindergarten project will be completed on time, becoming a bright spot in education at the head of the Fatherland continuing the eternal revolutionary journey of the land of Pac Bo.
Representing the unit assigned to implement the Soc Ha Kindergarten project, Mr. Nguyen Quang Huy - General Director of Deo Ca Group, said that accompanying the Ministry of Public Security and local authorities to build Soc Ha Kindergarten is a step to concretize the spirit of the Notice of Conclusion No. 81 of the Politburo on the policy of building schools for border communes.
