Regulations on reception of People's Committees at the commune level

The Lao Dong Newspaper Legal Consulting Office replied:

Article 31 of the Model Working Regulations of the People's Committees of communes, wards and special zones issued with Decree 315/2025/ND-CP (effective from December 8, 2025) stipulates the reception of visitors of the People's Committees at the commune level as follows:

1. The office is responsible for submitting to the Chairman or Vice Chairman of the People's Committee at the commune level in charge of the field of deciding on the time and content of receiving guests at the request of the head of the agency, organization, unit or at the request of the guests; coordinating with relevant agencies to prepare programs, content and organize to serve the reception and work.

2. Agencies, organizations, and units with foreign visitors coming to contact and work with the Chairman or Vice Chairman of the People's Committee at the commune level must coordinate with the Commune-level Police and relevant agencies to ensure security and order according to the provisions of law and the Office in advising on the exchange content to ensure compliance with the policies, guidelines and regulations of the law on foreign affairs.

3. The head of an agency, organization or unit when receiving a foreign guest must report in writing on the number of visitors, time, content, and results of the reception, send it to the Chairman of the People's Committee at the commune level, and send it to the Office for synthesis and monitoring.

Thus, the reception of guests by the People's Committee at the commune level is regulated as above.
