Mr. Le Duc Tien - Vice Chairman of the People's Committee of Quang Tri province said that 3 strategic infrastructure connection projects, especially the East-West Economic Corridor axis including Quang Tri Airport, Cam Lo - La Son Expressway and National Highway 15D, are facing many difficulties that have not been resolved.
After more than 1 year of launching, the Quang Tri Airport project (total investment of VND 5,821 billion) has not yet completed site clearance. The allocation of capital, determination of compensation prices, and adjustment of resettlement area boundaries are still not agreed upon. Currently, the People's Committee of Quang Tri province has requested the Provincial Project Management Board and the People's Committees of Gio Linh and Cua Viet communes to urgently complete the relocation of households in September 2025; at the same time, organize to mobilize people and handle recommendations arising during the site handover process.
The Department of Construction is assigned to preside over and coordinate with the parties to work with the Ministry of Transport to completely resolve problems related to airport scale, land allocation procedures and exploitation licensing progress.
Unlike Quang Tri Airport, which has been under construction, National Highway 15D with a total route length of 92.5km from My Thuy Port to La Lay International Border Gate is still not implemented. In particular, the National Highway 15D Construction Investment Project from My Thuy Port to Cam Lo - La Son Expressway has a total length of 20.5km (including sections 1 and 2), with a total investment of 1,940 billion VND.
Section 1 from My Thuy Port to National Highway 1 is 13.78km long. Section 2 from National Highway 1 to the intersection with the access road to Cam Lo - La Son Expressway, 6.72km long, is a completely new route, without an old road and the terrain of the route is plain and low hills, intersecting with the North-South railway at Km13+802.
According to preliminary design survey data, the project has a land area of about 73.5 hectares; of which, rice land is about 14.9 hectares, production forests are 50 hectares and other types of land are 8.6 hectares. The route passes through the communes of My Thuy, Vinh Dinh, Dien Sanh. Vinh Dinh commune has 33 households and Dien Sanh commune has 32 households affected that must clear the land.
Currently, the design plan, State capital participating in the project, and conversion of forest use purposes have not been completed. Similarly, the Cam Lo - Lao Bao expressway project has not yet met the conditions to submit to the competent authority for approval of the project investment policy.
According to Mr. Le Duc Tien, in addition to assigning specific tasks to related units, the Provincial People's Committee assigned the Department of Construction to coordinate with the Department of Home Affairs to reorganize the specialized Steering Committee, clearly assigning tasks and responsibilities to each department and branch.
To remove obstacles and complete project implementation procedures, the Provincial People's Committee requested the completion of the Steering Committee, and at the same time requested relevant agencies to report progress weekly, specifically propose solutions to remove them if they exceed their authority - Mr. Le Duc Tien said.
