Lam Dong voters reported that National Highway 27, the section passing through Binh Thanh commune, has an unsecured drainage system that causes flooding during the rainy season, making traffic difficult and endangering the people. Voters requested that the governing body promptly overcome this situation before the rainy season.
Regarding this issue, the Ministry of Construction responded as follows:
According to the report of the Vietnam Road Administration, National Highway 27 through Binh Thanh Commune, Duc Trong District has 2 flooded locations during the storm season (Km160+240 and Km161+175).
To handle the above flooded locations, Lam Dong Department of Construction (National Highway 27 Authorized Management Agency) has chaired and coordinated with Duc Trong District People's Committee, Binh Thanh Commune People's Committee and relevant agencies to organize site inspections, determine the cause and proposed flood treatment plans at the two above-mentioned locations.
According to the governing body:
At Km160+240: there is a level culvert deep below, downstream households build ditches themselves, so the drainage slope is not guaranteed.
During the rainy season, the water level of Cam Ly stream rises above the sewer height, causing flooding from Km160+200 to Km160+350. The inspection team proposed a plan to raise the roadbed with a length of 256m (Km160+129 - Km160+385), the maximum difference in road surface compared to the old road surface at Km160+250 is 1.5m, and at the same time replace the old culvert with a new culvert.
However, according to the report of Binh Thanh Commune People's Committee on the meeting to collect opinions on the plan to upgrade and repair National Highway 27 in Binh Thanh Commune, all households on both sides of the road have not agreed with the above flood treatment plan, so up to now, it has not been possible to implement the treatment of the flooded location.
At Km161+175: because the irrigation ditch cutting through National Highway 27 at Km161+175 has a small flow and has not been cleared regularly, flooding has occurred during the rainy and flood season.
Lam Dong Department of Construction has directed the road management unit to dredge the ditch system along the Binh Thanh Commune Center (Km160+500 - Km161+300); at the same time, it has requested the locality to direct the irrigation management units to dredge and clear the irrigation ditch across National Highway 27 at Km161+175 to overcome the flooding of the route.
On March 27, 2025, the Ministry of Construction issued Document No. 1076/BXD-KHTC to the Ministry of Finance requesting the transfer of road infrastructure assets to the People's Committee of Lam Dong province for management, exploitation and maintenance according to the provisions of Clause 1, Article 4 of Decree No. 165/2024/ND-CP of the Government, including National Highway 27 through Lam Dong province.
Accordingly, for national highways when decentralized, the Provincial People's Committee is responsible for "Investing, constructing, managing, operating, exploiting, maintaining, and protecting road infrastructure".
The Ministry of Construction requested the National Assembly Delegation of Lam Dong province to give its opinion to the People's Committee of Lam Dong province, in the immediate future directing the National Highway 27 management unit to strengthen regular maintenance work, clear drainage ditches on the route; review and evaluate the overall drainage work to have a synchronous and practical treatment solution; arrange funding for handling and thoroughly overcoming flooding on National Highway 27 for convenient and safe traffic.
